On Jan. 30, the World Health Organization declared the coronavirus outbreak, which was first detected in Wuhan, China, to be a Public Health Emergency of International Concern, and, on March 11, it declared COVID-19, the disease caused by the coronavirus, to be a pandemic. While many unknowns remain, what can be said with certainty is that the 2019-20 pandemic has already changed social, economic and political realities around the world in profound ways, many of which will take years to fully comprehend.In addition to the significant human and health costs it has brought about, COVID-19 has led indirectly to an utter transformation of everyday life for most people around the world. The “new normal” is a phrase that has been used during the current crisis to describe newly emerging routines, rituals and rules: sheltering in place; social distancing; a mass shift from a commuter workforce to a remote one; temperature checks at critical entryways and thoroughfares; the increased use of face masks in public spaces; and the replacement of in-person gatherings -- from classes to conferences to concerts -- by virtual ones.Considering the rapid and massive changes underway, the IAPP and EY launched a research initiative to gain more insight into the unique ways privacy and data protection practices have been affected by the pandemic. The initial phase of the project included a survey of privacy professionals, taking a deeper look at how organizations, in general, and privacy programs, in particular, are handling the privacy and data protection issues that have emerged alongside COVID-19, such as privacy and security issues related to working from home, monitoring the health of employees, and sharing data with governments, researchers and public health authorities. It also looks at the unique economic impact of the crisis on the privacy profession. A total of 933 respondents completed the survey, and responses were collected between April 8 and 20.

The findings presented in this report are the result of a collaborative research project between the IAPP and EY studying the effects of the COVID-19 pandemic on privacy teams around the world. Two surveys of privacy professionals were fielded: the first one in April, and the second one in mid-October/early November of 2020. These surveys gauged the responses of privacy professionals, in particular, and organizations, in general, to a range of issues, including remote work, employee health monitoring and the adoption of new technology. It also looked at how COVID-19 was reshaping the priorities of organizations, day-to-day tasks of privacy professionals, and staffing and budgets of privacy teams. Public-private data-sharing arrangements, steps involved in expediting privacy and security reviews, and contracts with third-party vendors to process sensitive employee health information related to COVID-19 all also fell within the scope of the study.The present report contains findings from the second wave of the survey, conducted late in fall 2020. It compares these responses to those compiled earlier in the year and presented in the first report with the aim of uncovering trends over time and providing a benchmark for how organizations are addressing novel issues and concerns introduced by the pandemic.

More specifically, privacy risks that threaten individuals -- and, in turn, society -- ultimately also present risks to businesses. An individual in this context means an employee, customer, client, board member, donor or any other person with whom an organization has a relationship.Given the urgency of the public health emergency due to the COVID-19 pandemic, it is worth analyzing the unique privacy risks that have emerged. Organizations that take these privacy risks to the individual and society into account in their risk management programs will be better equipped to manage the overall risks to privacy brought about by the pandemic.

The coronavirus epidemic, which has spread throughout the world, has highlighted the inadequacies of the health and social systems of all states, even the most advanced. The health emergency has required extraordinary measures, especially at the level of laws that are essential for the preservation of lives, health, and livelihoods. The priority for governments and even the international community was, from the outset, to prevent infections and care for those affected. Such a strategy required an unusual increase in health spending, even though it exceeded the State's financial capacity and lacked fiscal space. In addition to this challenge, which has not yet been overcome, there is another, that of redressing the consequences of the measures taken (general containment). It should be pointed out that during health crises, the state may have to review the requirement for transparency because of the emergency, but not free itself from it. The urgency could never be an alibi for a violation of citizens' rights and freedoms. With urgency, financial management systems must be flexible and responsive to all occurrences, while ensuring optimal use of resources and minimizing the risks of fraud and corruption.
