Not much has been written about the private education sector in Singapore despite the fact that the sector houses about 300 private education institutions (PEIs) and enrolls about 150,000 students. This research explores the understanding of quality among Singaporean private education institutes (PEIs) and the regulator, the Council for Private Education (CPE). The challenges and issues faced by PEIs in establishing quality standards and the quality measures that the CPE introduced to help improve the private education sector are examined using primary data from in-depth interviews and secondary data such as policy documents. The findings demonstrate that PEI staff share a common understanding of quality in relation to five factors commonly found in marketing models - people, price, place, product and profit - whereas CPE is more concerned with academic quality.
