This book studies the effects of incorporating market incentives into the public goods arena. Carol Graham examines the effects of market-based strategies on the performance of public institutions, the political sustainability of market reforms, and equity. In so doing, she examines a variety of reform experiences in the realms of education, health, social security, and state- owned enterprises and across a range of country and income contexts, with case studies drawn from Latin America, Africa, and Eastern Europe. The studies show that the incorporation of new market incentives, such as vouchers in education and private social security systems, can have positive effects on the performance of public institutions. The effects on equity are less clear, however, and in many cases efficiency gains entail short-term equity losses. The poorest sectors are usually least equipped to take advantage of new incentives and may be marginalized from the reforms and lose access to essential services. Yet in the long-term, negative equity effects are usually counter-balanced by the benefits of enhancing the performance of public institutions. As this book makes clear, the issues explored have relevance for advanced industrial societies as well as for developing economies.

Public goods and monopolistic competition have traditionally been separate fields of study in microeconomics, each field having its own array of models. In this book, Stephen Shmanske builds a theoretical bridge between these two areas, suggesting that public goods and monopolistic competition are different dimensional simplifications of the same general model. The author argues first that the generic model for public goods has two dimensions of consumption but that public goods models have usually ignored or simplified the utilization dimension. Furthermore, private goods models in the monopolistic competition vein also have two implicit dimensions of consumption, but again, one of the dimensions is treated in a very constrained fashion. As it turns out, between public goods and monopolistic competition, each model emphasizes the dimension that is ignored or simplified in the other. Thus, the general, mixed goods model draws from both traditions, using the results of one model to generalize and extend the other. An immediate implication of the analysis is that the traditional models of public goods and monopolistic competition have focused on special cases and thus have provided misleading conclusions. Specifically, monopolistic competition and other models of differentiated oligopoly have reached conclusions in settings that emphasize uniform pricing despite the facts that (1) discriminatory pricing has been studied in competitive situations in public goods models, (2) discriminatory pricing is the more usual pricing method, and (3) the results obtained using uniform pricing do not generalize to more sophisticated pricing regimes. Meanwhile, public goods models have focused on special cases like national defense, where the results obtained do not generally apply in other public or mixed goods settings. Shmanske's conclusions have great relevance to policy formation on public goods provision. Public goods and mixed goods are not curious anomalies; they are all around us, and in most cases competitive private sector agents can and have been providing public goods with no market failure. Professionals and scholars in the areas of public finance and industrial organization will appreciate Shmanske's careful critique of existing models and his rigorous conceptualizing and modeling of public goods in private markets characterized by monopolistic competition.

The book explores the core public tasks that the state has traditionally provided but which increasingly are being privatized and subsumed by the private sector. The night-watchman state role of providing security is instead offered by private prisons and security guards. Legitimized by the argument of efficiency gains, social security including public housing, pensions, unemployment insurance and health care are all being gradually privatized. This book argues that on the basis of efficiency, morality and equality there is still an overwhelming need for public intervention – the res publica. Although the state still funds and regulates core domains, it provides fewer and fewer visible goods. The authors show how this apparent invisibility of the state presents serious challenges for both income equality and democracy.

Much American electoral and policy debate now centers on how best to reignite the nation's economic dynamism and rebuild its competitive strength. Any such undertaking presents an extraordinary challenge, demanding a correspondingly extraordinary institutional response. This Article proposes precisely such a response. It designs and advocates a new public instrumentality--a National Investment Authority (“NIA”)--charged with the critical task of devising and implementing a comprehensive long-term development strategy for the United States.Patterned in part after the New Deal-era Reconstruction Finance Corporation, in part after modern sovereign wealth funds, and in part after private equity and venture capital firms, the NIA is an inherently hybrid, public-private entity that combines the unique strengths of public instrumentalities--their vast scale, lengthy investment horizons, and explicit backing by the public's full faith and credit--with the micro-informational advantages of private market actors. By creatively adapting familiar tools of financial and legal engineering, the NIA overcomes obstacles that ordinarily impede or discourage private investment in critically necessary and even transformative public infrastructure goods. By channeling presently speculative private capital back into the real economy, moreover, the NIA plays an important role in enhancing the resilience and stability of the U.S. and global financial systems.The Article makes original contributions not only to contemporary policy debates over how to revive America's productive prowess and bring its financial system back into the service of the real economy, but also to current theoretical understandings of “public goods,” “market failures,” and how to provide or address them. It offers an account of what it calls “collective goods”--a broader category than orthodox public goods--as solutions to collective action problems that pervade decentralized markets, hence as goods that can be supplied only through exercises of collective agency. Our NIA proposal operationalizes this theoretical insight by elaborating a specific institutional form that such collective agency can take.

In the flush of enthusiasm to make government work better, reformers from both left and right have urged government to turn as many functions as possible over to the private sector and to allow market competition instill efficiency and choice. In fact, government has been doing just this for years: every major policy initiative launched since World War II has been managed by public-private partnerships. Yet such privatization has not solved government's problems. While there have been some positive results, thee has been far less success than advocates of market competition have promised. In a searching examination of why the "competition prescription" has not worked well, Donald F. Kettl finds that government has largely been a poor judge of private markets. Because government rarely operates in truly competitive markets contracting out has not so much solved the problems of inefficiency, but has aggravated them. Government has often not proved to be an intelligent consumer of the goods and services it has purchased. Kettl provides specific recommendations as to how government can become a "smart buyer," knowing what it wants and judging better what it has bought. Through detailed case studies, Kettl shows that as market imperfections increase, so do problems in governance and management. He examines the A-76 program for buying goods and services, the FTS-2000 telecommunications system, the Superfund program, the Department of Energy's production of nuclear weapons, and contracting out by state and local governments. He argues that government must be more aggressive in managing contracts if it is to build successful partnerships with outside contractors. Kettl maintains that the answer is not more government, but a smarter one, which requires strong political leadership to refocus the bureaucracy's mission and to change the bureaucratic culture.
