Abstract: This paper summarizes the evidence on the evolution of transport PPPs over the last 15 years or so. In the process, it provides a primer on the associated policy issues, including of the central role of project finance in the implementation of PPP policies and the debates on risk allocation in the design of PPPs. The paper also offers a discussion of the increasingly well recognized residual roles for the public sector in transport, with an emphasis on the regulatory debates surrounding the adoption of PPPs.

This book provides a theoretical basis for understanding the phenomenon of renegotiations in Public Private Partnerships (PPPs). It analyzes the case of transport projects, and provides empirical evidence from a variety of real-world projects. What drives renegotiations? Why are some projects more likely to be renegotiated than others? What are the outcomes? How can we improve the performance of renegotiation processes? These questions form the core of discussion in this book. PPPs are a procurement model for the delivery of infrastructure and public services that have experienced significant growth over the last three decades, particularly in terms of the development of transportation projects. The empirical evidence suggests that most PPP projects are inevitably renegotiated, i.e., the original contract needs to be adapted to new and unforeseen circumstances. The impacts of these changes on the welfare of the respective stakeholders are frequently asymmetric. Many cities have sought to replicate the urban bus public-private partnership (PPP) structures that succeeded at the beginning of the millennia, such as those implemented in Brazil, Colombia, and Mexico. These cities improved their public transportation systems in the face of rapid urbanization, rising air pollution, and increasing road safety incidents through these PPP interventions. Examining these past international experiences, and others, Public-Private Partnerships in Urban Bus Systems: An Analytical Framework for Project Identification and Preparation first challenges the assumption that PPP structures are always the optimal approach for improving urban bus systems. The authors use relevant case studies to demonstrate that structuring such PPPs in cities in the developing world requires tailor-made interventions that respond to local contexts. The authors identify essential elements for PPP feasibility and invite readers to consider alternative solutions for achieving the desired objectives. This book presents an analytical framework that public transportation practitioners can use to support the process of identifying and preparing appropriate technical, financial, and legal structures to improve urban mobility if a PPP is the preferred solution. This book aims to help governments and public authorities to establish effective light rail-light metro transit (LRMT) systems, and focuses on use of Public Private Participation (PPP) arrangements. Rather than identify a single approach, we present options and discuss practical issues related to preparing and implementing new LRMT PPP schemes. The approach is focused on providing information that can be used to make informed decisions, adapted to local policy and objectives. The material presented is intended as a practical guide to developing LRMT PPPs in both developed and developing countries. This work endeavors to provide answers to readers questions regarding how to successfully incorporate private sector participation in LRMT with a lesser emphasis on why LRMT and the private sector may be beneficial. The primary focus of this text is guiding the reader from design through to project implementation.
