Desde la conformación del Estado nacional a fines del siglo XIX hasta las noticias de ayer, la élite empresarial ha sido un actor central con un poder de veto determinante en la economía argentina. Por eso, analizar la cúpula de las grandes empresas en distintos momentos históricos es una perspectiva reveladora que ayuda a comprender las dificultades recurrentes del país para reducir sus niveles de dependencia y desigualdad. Este libro ofrece una mirada de largo plazo sobre el poder económico de la Argentina con el foco puesto en la trayectoria de las grandes firmas de la economía real. En la rica tradición de los estudios de este campo, pero con aportes originales en los indicadores que utilizan y la historia que reconstruyen, los autores y las autoras parten de 1880 y llegan a las primeras décadas del siglo XXI repasando la composición, el comportamiento y el grado de influencia de la élite empresarial en el país. Muestran, por ejemplo, que más allá de los cambios en sus integrantes, las grandes empresas han hecho jugar su influencia en su favor de maneras diversas: corridas cambiarias, subas de precios, reticencia inversora, obtención de prebendas y "colonización" de ciertos espacios del Estado. También dejan claro el lugar destacado del capital extranjero en el seno del poder económico local, sobre todo en aquellos sectores que en cada momento histórico impulsaron las mayores ganancias. Y reflexionan sobre la dificultad de calificar como "burguesía nacional" al empresariado local que, salvo excepciones, ha sido siempre más propenso a fugar divisas y a subordinarse al capital extranjero que a privilegiar el desarrollo genuino. Este recorrido termina con un planteo tan urgente como problemático: si no hay duda de que los sectores nacionales y extranjeros del gran capital tienen el poder para bloquear cualquier intento de cambio que no los beneficie directamente, ¿es posible condicionarlos solo por la vía de la acumulación de poder político? ¿O es necesario, al mismo tiempo, transformar sus rasgos estructurales?

This innovative book examines how the privatization and reregulation of the telecommunications sectors in Chile, Argentina, and Brazil in the 1980s and 1990s provoked the rise of new consumer protest movements in Latin America. Sybil Rhodes looks at how hasty privatization of state-owned telephone companies led to short-term economic windfalls for multinational corporations but long-term instability due to consumer movements or the threat of them. Eventually these governments implemented consumer-friendly regulation as a belated form of damage control. In contrast, governments that privatized through more gradual, democratic processes were able to make credible commitments to their citizens as well as to their multinational investors by including regulatory regimes with consumer protection mechanisms built in. Rhodes illustrates how consumers—previously unacknowledged actors in studies of social movements, market reforms, and democratizations in and beyond Latin America—are indispensable to understanding the political and social implications of these broad global trends.

During the 1990s Argentina was the only country in Latin America to combine radical economic reform and full democracy. In 2001, however, the country fell into a deep political and economic crisis and was widely seen as a basket case. This book explores both developments, examining the links between the (real and apparent) successes of the 1990s and the 2001 collapse. Specific topics include economic policymaking and reform, executive-legislative relations, the judiciary, federalism, political parties and the party system, and new patterns of social protest. Beyond its empirical analysis, the book contributes to several theoretical debates in comparative politics. Contemporary studies of political institutions focus almost exclusively on institutional design, neglecting issues of enforcement and stability. Yet a major problem in much of Latin America is that institutions of diverse types have often failed to take root. Besides examining the effects of institutional weakness, the book also uses the Argentine case to shed light on four other areas of current debate: tensions between radical economic reform and democracy; political parties and contemporary crises of representation; links between subnational and national politics; and the transformation of state-society relations in the post-corporatist era.
