This book makes both empirical and conceptual contributions to the debate on privatization of higher education in China. Empirically, it aims to fill a gap in our knowledge of privatization of higher education in North China. To this end, Beijing was chosen as a case for analysis, and nine local higher educational institutions were visited. The case study strategy is also complemented by an extensive review of national policies to reveal problems beyond the specific case of Beijing and of national concern. The effects of the cultural and socioeconomic background and the unique state-party controlling system on higher education management are stressed. Conceptually, most existing studies on privatization of higher education in China adopt a policy analysis approach, while research on privatization of other public sectors or in other countries is frequently guided by economic theories. This book thus seeks to combine both social policy and econometric approaches to provide a systematic and detailed investigation of the privatization process in the context of higher education. It also improves examines the applicability of western theories in the Chinese context.

The last three decades have witnessed great social, political and economic change in China since the market reforms in the late 1970s. A market economy was adopted as a replacement to the planned economy in order to allocate resources more efficiently. Consequently, higher education in China has undergone dramatic reforms to adapt to this socio-economic transition. This paper adopts a mixed-methods approach, combining fieldwork data with documentary analysis, to investigate the rationales of privatization in Chinese universities. It starts by examining the conceptualization of privatization. This is followed by an introduction of the public/private mix in the higher education sector in China. It then turns to explore drivers of the higher education reforms. A key contribution of this paper is a systematic examination of the causes and the aims of privatization identified in Western literature set in the context of radical change as seen in the Chinese context. Drawing on fieldwork data, this paper presents findings that stand in conflict with prior studies. This investigation of the implementation of the Chinese privatization reveals both common features shared with Western practice but also a certain uniqueness. It concludes by arguing that the neo-liberal reforms in higher education in China are likely to be used as a contingency strategy to encourage private spending, rather than suggesting a paradigm shift in university governance.

Independent colleges in China are a group of peculiar higher education institutions emerging in the late 1990s and expanding at a speed, hardly seen in any other higher education systems but maybe conceivable in the context of China's large college-aspiring population and miraculous economic development. One of the most peculiar things about independent colleges is their institutional nature - whether they are public or private. Building upon the literature context of privatization in education and China's higher education experience, this study investigates this young group of higher education institutions growing up in China's market reform era. The central research question focuses on the nature of these independent colleges from an insiders' perspective. Are they truly private higher education institutions born out of China's market reform efforts in the higher education sector? Or are they rather some market adapted extension of some public higher education institutions? To answer these questions, a macro-perspective analysis is given to both present the important social policy context for China's privatization experience and describe the Chinese characteristics in the higher education privatization process. More importantly, a micro-perspective is further provided in the form of an ethnographical case study to reveal the nature of independent colleges from an insiders' point of view. The ethnographical case study is based upon Schein's theoretical framework for studying organizational/institutional culture. Physical "artifacts", espoused official value and differentiated assumptions are investigated to provide a wholesome picture of the institution. Zhejiang University City College, the first independent college in Zhejiang, is selected as the site for this ethnographical case study. Through this micro and macro-perspective study, it is found that 1) founding public higher education institutions exert great influence over the operation of independent colleges. Their crucial role in the emergence and development of independent colleges is a pragmatic policy decision to quickly expand and diversify the higher education provision. Therefore, the influence of the public force shall not be overlooked in China's higher education privatization experience. 2) Students in independent colleges hold an ambiguous view on the nature of independent colleges. On the one hand, because of the participation of public higher education institutions they see independent colleges as more trust-worthy and quality-ensured. On the other hand, they are troubled by the marginalized/stigmatized status of independent colleges as minban (private or people run in literal meaning) higher education institutions in China's public dominant higher education system. 3) Faculty and staff in independent colleges are able to see both the advantages and disadvantages of this hybrid model of higher education. Academic resources and social recognition are important advantages. Lack of character and autonomy are mentioned as disadvantages. However, many argue independent colleges shall not go on a path with more independence. More support from the public higher education institution and the local government is essential to its future survival and success in China's public dominated higher educationsystem.

This book provides an overview of the growth of the private higher education sector in China and in addition provides an analysis of some of the key drivers of this growth and impediments to it. What is new about the book is that it combines the results of a series of interviews with work that is more quantitative in nature. The book is of use to not only those engaged in academic research but also those who more generally wish to know more about an educational sector that is growing in importance. The most obvious factors promoting expansion of this sector have been the growth in per capita incomes, higher levels of participation in secondary school education, the strong growth in demand for graduates and the inability of the public sector to keep pace with demand. All of these factors intermingled with the involvement of government regulation. This regulation, however, is not uniform across all of China given the different provincial government departments of education that are also involved in dealing with private higher education institutions. In particular, this book looks at the way in which the Chinese government’s regulatory framework (both national and provincial) influenced the development of the sector and the way in which it operates, especially the private higher education component of that sector. The analysis undertaken finds that there is a link between regulation and the private higher education sector growth and a link between the funding of the government sector. The more intense regulation was, and the more funds provided to the state sector, the less scope there was for the private sector to expand. Growth of the private sector, therefore, did not just depend upon rising demand for higher education overall, but also to a fair degree of tolerance on the part of government. Much of this work, in subsequent years, has been supported by the further changes that have been undertaken in the Chinese higher education sector. Over the years, the growth of the Chinese higher education sector has stabilised, as has the private segment of this sector.
