Water management in arid and semiarid areas has long been a challenge, from ancient Mesopotamia to the modern time. Modern civilization has made remarkable progress in the past few centuries, especially in the area of resource mobilization, manipulation and use. With better understanding of hydrological and climatological cycles, flourishing cities can now survive in desert regions with the help of technology and management systems to bring adequate water and remove waste water. Agricultural production has expanded in regions previously thought to have inadequate moisture. However, evidence the current suggests management and use of water is unsustainable. The resource most difficult to address in the western United States is water. It is an element that tie other resource challenges together. It takes supplemental irrigation to produce food; climate changes will alter the hydrologic cycle' substantial energy is required to move, treat, and use our water; and substantial quantities of water are required to help us satisfy our energy needs. Nowhere is this more apparent than in the southwestern United States. This region meets all the challenges of an arid and semiarid climate, limited water resources, and a growing population. This region has always faced special difficulties with sustainable management of water. More than a century of reclamation has remade the geology of the west, diverting nearly every river with massive reservoirs, diversions, irrigation systems, hydroelectric plants, and flood-control structures. In the 20th century, water policies adopted the philosophy to build large-scale, centralized, and federally subsidized infrastructure to move water to meet current and projected demands. In the western United States, where natural aridity limited perennial water resources to selected areas, this meant building dams and aqueduct systems on a scale unprecedented in human historyl By the early, 1990s, the world's largest dams had been constructed on the Colorado, Colombia, Sacramento, San Joaquin, and other major western rivers, The entire annual average flow of the Colorado River had been allocated to the seven states and Mexico under a set of legal agreements, Millions of acre-feet are now flowing out of the basin itself to southern coastal California and other regions, Furthermore, the development of semiarid land irrigation systems has seen rise in agricultural production in this region. During the time, the philosophy that government- subsidized water development was necessary to encourage and help support population expansion and economic growth in the region. Between 1920 and 2015, population growth in the seven states that share the Colorado River grew more than 75000 Today, the basin supports 50 million people. of whom live in urban areas. Between 2015 and 2030. the population in this basin is expected to grow bv another 2B million people: In the western United States, the drought-stricken region spans a vast area responsible for much of the nation's fruits, vegetables, and beef. As the drought's grip has tightened, water users have turned to tapping groundwater aquifers to make up the deficit for people, crops, livestock, and industry But even when the rain does return, re-greening the landscape and filling again the streams, lakes. and reservoirs, those aquifers will remain severely depleted, It is this underground drought we cannot see that is enduring, worrisome, and in need of attention.
