S'il est un domaine où la théorie économique laisse, plus que partout ailleurs, l'homme du xxe siècle insatisfait, c'est celui des relations économiques internationales. Pourtant, il est urgent d'analyser ces relations d'une manière nouvelle pour deux raisons. La première est que l'on fait de plus en plus dépendre le développement économique du tiers monde de la seule dynamique externe, c'est-à-dire de l'apport que constitueraient pour cette zone les échanges commerciaux avec les pays les plus industrialisés. C'est une position paradoxale puisque l'on sait que les échanges entre pays industrialisés et pays sous-développés représentent une part décroissante dans le commerce mondial. De plus, rien ne justifie un tel raisonnement que les faits historiques, en ce qui concerne l'industrialisation des nations aujourd'hui développées, démentent. Il apparaît nécessaire de dégager la signification exacte de la dynamique externe par rapport à la dynamique interne. La seconde raison tient au problème de savoir si la loi des coûts comparatifs réalise l'égalité ou l'inégalité des échanges et du développement économique entre zones de développement inégal, c'est-à-dire si elle est un facteur d'amplification ou de correction des inégalités. La théorie a longtemps soutenu que le commerce extérieur avantageait le petit pays, ou le moins industrialisé par extension. L'univers économique du xxe siècle nous offre une autre version : les nations les plus faibles économiquement sont spoliées dans leurs échanges extérieurs et freinées dans leur développement économique. La loi des coûts comparatifs n'est-elle pas l'instrument de domination, à la disposition des économies nanties, pour interdire tout développement économique rapide du tiers monde, menaçant les positions acquises lors de la première révolution industrielle ? Tel est le point de départ de cet ouvrage. L'auteur, qui enseigne à la Faculté de droit et des sciences économiques de Grenoble a réuni une documentation importante qui le conduit à une approche originale de ces problèmes.
