Creado en 2009 con el apoyo y participación de universidades de la región, el Observatorio Iberoamericano de Fiscalidad Internacional (OITI) es un lugar de encuentro en el que profesionales y académicos amantes del debate riguroso analizan los problemas de la tributación internacional, particularmente la Erosión de la base Imponible y el Traslado de Beneficios que dieron origen al Plan BEPS de la OCDE y el G20, por supuesto, sin dejar de lado otros temas que, aunque no fueron relevantes para esas organizaciones, resultan del mayor interés para los países Iberoamérica. Entre sus actividades el OITI se encarga de organizar el Iberoamerican Tax Mont Court, una competición en la cual participan estudiantes de grado y posgrado, y en la que resuelven, de forma oral y por escrito, diversos casos de fiscalidad internacional. Con el ánimo de celebrar los diez años de su fundación el OITI invitó a profesores y profesionales relacionados con la fiscalidad para que presentaran por escrito sus reflexiones y análisis respecto de los problemas que han preocupado a esta publicación en la que se recogen veintiún contribuciones que abordan (siempre críticamente) los asuntos propios del Plan BEPS, y también aquellos problemas que han quedado por fuera de esa esfera, pero que resultan del mayor interés para quienes desean profundizar en el tema de la tributación.

The Global Investment Competitiveness report presents new insights and evidence on drivers of foreign direct investment (FDI) in developing countries, and FDI’s role in development. The report’s survey of 750 executives of multinational corporations finds that a business-friendly legal and regulatory environment is a key driver of investment decisions in developing countries, along with political stability, security, and macroeconomic conditions. In many ways the power of the social protection floor lies in its simplicity. The floor is based on the idea that everyone should enjoy at least basic income security sufficient to live, guaranteed through transfers in cash or in kind, such as pensions for the elderly and persons with disabilities, child benefits, income support benefits and/or employment guarantees and services for the unemployed and working poor. Together, in cash and in kind transfers should ensure that everyone has access to essential goods and services, including essential health services, primary education, housing, water and sanitation. This report, prepared under the guidance of Ms Michelle Bachelet and members of the Advisory Group, shows that the extension of social protection, drawing on social protection floors, can play a pivotal role in relieving people of poverty and deprivation. It can in addition help people adapt their skills to overcome the constraints that block their full participation in a changing economic and social environment, contributing to improved human capital development and stimulating greater productive activity. The report also shows how social protection has helped to stabilize aggregate demand in times of crisis and to increase resilience against economic shocks, contributing to accelerate recovery towards more inclusive and sustainable development paths.
