La prima parte del manuale descrive l’ultima fase del ciclo di vita di un impianto nucleare: la fase del decommissioning, ossia della sua disattivazione. Il decommissioning di un impianto nucleare è la fase di declassamento, decontaminazione e smantellamento dell’impianto nucleare ed ha l’obiettivo di giungere alla demolizione dello stesso, nonché alla rimozione di ogni vincolo dovuto alla presenza di materiali radioattivi nel sito. In tale fase si trovano oggi i quattro impianti nucleari di potenza italiani (Trino, Caorso, Latina e Garigliano). La notevole esperienza acquisita a livello internazionale negli ultimi decenni, con numerosi casi di decommissioning realizzati con successo in varie parti del mondo, dimostra che gli impianti nucleari possono essere disattivati e smantellati in condizioni di assoluta sicurezza. Inoltre, il decommissioning degli impianti nucleari consente di recuperare gran parte del materiale prodotto (prevalentemente cemento e acciaio) in un’ottica di economia circolare, adottata in ambito nucleare prima che altrove. Ridurre al minimo i volumi dei rifiuti radioattivi è infatti uno dei principi basilari del decomissioning nucleare, anche perché occorre limitare il più possibile i volumi da conferire al Deposito nazionale. La seconda parte del manuale concerne il ciclo di vita dei rifiuti radioattivi che non sono prodotti solamente da attività connesse con l’uso dell’energia nucleare per la produzione di energia elettrica, ma derivano anche dall’utilizzo delle radiazioni in medicina, in ambito industriale e nel settore della ricerca. Molti reputano che la gestione dei rifiuti radioattivi sia un problema di difficile soluzione. In realtà il problema dei rifiuti radioattivi a bassa-media attività è stato già risolto brillantemente in numerosi Paesi industrializzati con il loro smaltimento definitivo nei depositi superficiali centralizzati, mentre per quanto attiene quelli di alta attività sono in fase di progettazione e di costruzione depositi geologici, che costituiscono la soluzione tecnica più idonea.
