The critical role of forests in climate change mitigation and adaptation is now widely recognized. Forests contribute significantly to climate change mitigation through their carbon sink and carbon storage functions. They play an essential role in reducing vulnerabilities and enhancing adaptation of people and ecosystems to climate change and climate variability, the negative impacts of which are becoming increasingly evident in many parts of the world. In many countries climate change issues have not been fully addressed in national forest policies, forestry mitigation and adaptation needs at national level have not been thoroughly considered in national climate change strategies, and cross-sectoral dimensions of climate change impacts and response measures have not been fully appreciated. This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.

The sustainable management of forest resources became an indispensable prerequisite for any policy addressing the actual and future challenges of globabl development. Forests and other tree resources are essential for the provision of ecosystem services and contribute largely to future food security, livelihoods and ecosystem stability. Forests and any other trees outside the forest play a relevant role all three great UN conventions (on Climate Change, on Biodiversity, and on Combatting Desertification). The policy processes to implement the measures in these conventions on sub-national, national, regional and international level are extremely complex. This complexity comes, among other factors, from a blend of different sectoral and national interests, from a large number of scientifically not yet entirely resolved issues and a wide range of different biophysical, social, cultural and political conditions all over the world.

And that complexity comes, among other factors, from a blend of different sectoral and national interests, from a large number of scientifically not yet entirely resolved issues and a wide range of different biophysical, social, cultural and political conditions all over the world. The 2nd International Workshop on “Forests in Climate Change Research and Policy: The Role of Forest Management and Conservation in a Complex International Setting” held along the conference of the parties (COP17) on 01.12.2011 – 7.12.2011 in Pietermaritzburg and Durban was focused on issues related to the role of forests for climate change and in which way their relevance is attributed in policy processes like REDD. Contributions are grouped under the topics Forest Management under Climate Change, Policy Issues of Climate Change, Monitoring Reporting and Verification, Forest Fires and Potential for REDD: Examples and Case Studies. Technical papers on challenges in context of the assessment of forest resources are mixed with contributions on climate related policy processes. Further special issues on forest fires and international case studies on the potential of REDD in different countries are given. www.uni-goettingen.de/Waldinventur www.iww.forst.uni-goettingen.de/ckleinn/ckleinn.htm www.uni-forst.gwdg.de/~lfehrma/homepage/

National forests are required to take significant steps to incorporate climate change in management and planning, including the development of options that facilitate adaptation of natural resources to potentially deleterious effects of an altered climate. Despite uncertainties about the timing and magnitude of climate change effects, sufficient information exists to begin the adaptation process, a form of risk management. This book provides a guidebook for developing adaptation options in responding to climate change in national forests and discusses a climate project tool as an aid for climate change adaptation.
