A realidade econômica, social, ecológica, política, ambiental e institucional da Província de Luanda apontam para grandes dificuldades na implantação de planos e programas de planejamento ambiental que incorporem as demandas comunitárias. Buscando apontar caminhos para o desenvolvimento sustentável da região, esta tese tem por objetivo apresentar, por meio de um processo participativo na Universidade de Tecnologia e Ciências (UTEC), indicadores de sustentabilidade que poderão servir de suporte para a gestão ambiental na Província de Luanda (Angola), no contexto da Agenda 21. Utilizando uma abordagem sistêmica do tipo soft-system, o trabalho emprega métodos mistos de pesquisa que combinam análises quantitativas e qualitativas, tendo como roteiro o Método Pressão - Estado - Resposta (Método PSR). Diante do exposto, foi realizada uma pesquisa a partir dos indicadores de sustentabilidade desenvolvidos pelas Organizações das Nações Unidas (ONU) para a identificação dos indicadores de sustentabilidade que podem levar a Província de Luanda a um processo de desenvolvimento sustentável em médio e longo prazo. o principal resultado da tese é um conjunto de indicadores de sustentabilidade socioambiental fundamentado nos fatores de causalidade de pressão, estado e resposta que melhor representam as circunstâncias observadas na Província nos dias atuais e diagnosticados por meio de um processo sistêmico e participativo. Citam-se, ainda, como resultados observados na tese, a utilização positiva do Método Pressão - Estado - Resposta para a identificação dos desafios a serem enfrentados na construção de indicadores ambientais; a necessidade de uma maior harmonização das variáveis econômicas, ambientais e sociais, quando o que se tem em foco é a construção de indicadores ambientais; a carência de dados e registros recentes como um limitador do planejamento e gestão nos dias atuais. Por fim, como proposta, a tese sugere uma ampliação da base da comunidade envolvida, incluindo outros segmentos sociais e a criação de núcleos de Educação Ambiental em cada município da Província de Luanda, além da formação de bancos de dados consistentes que possam alimentar de maneira segura os indicadores selecionados para orientar o processo de tomada de decisão, por meio de um eficiente sistema de gestão ambiental dentro de um contexto da Agenda 21 Local, com o envolvimento da comunidade universitária, os órgãos governamentais e a sociedade. The main goal of the thesis is to present, through a participatory process at the University of Science and Technology (UTEC), which are the indicators of sustainability that serve as a support for environmental management in the province of Luanda (Angola) in the context of agenda 21. By using a systemic approach of soft-system, the essay combines search methods which mix quantitative and qualitative analyses, having as an itinerary the Pressure # State - Response - Method (PSR Method). Several studies have been drawn up in the field of sustainable development. However, the low correlation of available data about the economic, social, ecological, politic, environmental and institutional realities in the province of Luanda along with principles of integrated management turn out to difficult the implementation of plans and programs of environmental planning which incorporate the existing community demand. In face of that, a research has been carried out from the sustainability indicators developed by the United Nations (UN) in order to identify the indicators of sustainability that may lead the province of Luanda to a process of sustainable development in the medium and long run. The main result is presented as a set of indicators of socio-environmental sustainability based on the factors of a pressure cause, state and response that best represent the circumstances observed in the city today and diagnosed through a systemic and participatory process. It can be cited still some results observed in the thesis, like a positive use of the Pressure, State and Response Method in the identification of the challenges to be faced in the construction of environmental indicators; the need for a greater harmonization of economic, environmental and social variables; when the main focus is the construction of environmental indicators and the lack of recent data and records have become a limit factor of the planning and management today. Finally, as proposed, the thesis suggests the enlargement base of the community involved, including other social segments and the creation of Environmental Education centers in each community in the province of Luanda. And in addition, the creation of consistent databases which may supply in a secure way the selected indicators to guide the decision-making process, through an efficient system of environmental management within a context of Local Agenda 21, involving the university community, government agencies and society as a whole.

This book is a compilation of recent developments in land, ecosystem, and water management in the Brazilian state of Rio de Janeiro. The state is located in the biodiversity hotspot of the Atlantic Forest (Mata Atlântica), a biome characterized by high biological diversity and endemism. At the same time the state of Rio de Janeiro emerged to one of the economic hubs in Latin America. This development process has been accompanied by population growth, industrialization, urbanization, as well as consumption and degradation of land and water resources. In the past years many efforts have been made to stop or at least slow down these degradation processes and restore degraded environments with the overall goal to bring together sustainable management of natural resources, nature conservation, and economic development. An overview is provided of the different strategies and tools that have been developed in the fields of agriculture, ecosystem management and biodiversity, integrated water management, land restoration, disaster risk reduction and climate change adaptation, as well as environmental governance and economic instruments. This book covers a wide spectrum from applied research to science‐policy interfaces, planning concepts, and technical tools and has a model character for other rural areas in Latin America. Target groups are scientists, practitioners, policy makers and graduate students in the field of environmental management. The different chapters are written by researchers and practitioners of the German‐Brazilian project INTECRAL (Integrated Eco Technologies and Services for a Sustainable Rural Rio de Janeiro), the rural development program Rio Rural under the state secretary for agriculture and animal husbandry, as well as invited scientists from Brazilian universities and research institutes. It bridges existing gaps between science, policies, and practice in rural development.
