Productivity is high in cities partly because the urban environment acts as a self-selection mechanism. If workers have imperfect information about the quality of workers with whom they match and matches take place within cities, then high-ability workers will choose to live and work in expensive cities. This self-selection improves the quality of matches in such cities. The mechanism may be reinforced by the development of informational networks in cities with a large proportion of high ability workers. As a consequence productivity in these cities is high for workers of all ability types.

With more than 70 percent of its population living in cities, Latin America and the Caribbean (LAC) is among the most urbanized regions in the world. Yet, although its cities are, on average, more productive than those elsewhere in the world, their productivity lags that of North American and Western European cities. Closing this gap provides LAC with the opportunity to raise living standards and join the ranks of the world’s richest countries. Raising the Bar: Cities and Productivity in Latin America and the Caribbean is about the productivity of cities in LAC and the factors that help to explain its determination. Based on original empirical research, the report documents the high levels of population density and other features of LAC cities that mark them out from those in the rest of the world. The report also studies the role of three key factors †“ urban form, skills, and access to markets †“ in determining the productivity of LAC cities. It shows that while excessive congestion forces and inadequate metropolitan coordination seem to be stifling the benefits of agglomeration, LAC cities benefit from strong human capital externalities. It also finds that, within individual LAC countries, cities are poorly integrated with one another, which contributes to large differences in performance across cities and undermines their aggregate contribution to productivity at the national level.

This paper estimates agglomeration benefits based on city productivity differentials across five OECD countries (Germany, Mexico, Spain, United Kingdom, and United States). It highlights the relationship between cities' governmental fragmentation and productivity, and represents the first empirical analysis of how metropolitan governance structures affect this relationship. The comparability of results in a multi-country setting is supported through the use of Functional Urban Areas - an internationally harmonised definition of cities based on economic linkages rather than administrative boundaries. In line with the previous literature, the analysis confirms that city productivity tends to increase with city size; doubling city size is found to be associated with an increase in productivity of between two and five percent. What is more, city productivity is positively associated with the population size of nearby cities. On the governance side, the paper finds that cities with fragmented governance structures tend to have lower levels of productivity. For a given population size, a metropolitan area with twice the number of municipalities is associated with around six percent lower productivity; an effect that is mitigated by almost half by the existence of a governance body at the metropolitan level.

This paper reviews the evidence about the effects of urbanization and cities on productivity and economic growth in developing countries using a consistent theoretical framework. As in developed economies, there is strong evidence that cities in developing countries bolster productive efficiency. Regarding whether cities promote self-sustained growth, the evidence is suggestive but ultimately inconclusive. These findings imply that the traditional agenda of aiming to raise within-city efficiency should be continued. Furthermore, reducing the obstacles to the reallocation of factors across cities is also desirable.

This paper examines how changes in urban industrial network structures explain the growth rates of labor productivity in cities. I formulate a multi-sector general equilibrium model with input-output networks of firms within a city and trade across cities. A key input to this framework is an entropy-style city network sparsity index. It serves as a concise summary of urban industrial structures and describes the concentration level of inputs for an average firm in a given city. The major theoretical result is that the improvement of urban industrial structures, indicated by an increase in city network sparsity, leads to an increase in the urban labor productivity growth rate. This is because changes in city network sparsity are results of both city-specific technological shocks and the evolution of the nationwide input-output structure. When these two forces align in a way that increases city network sparsity, production activities in a city become better organized, and its labor productivity grows faster. In MSA-level data from BEA, I verify the theory by showing that changes in network sparsity are positively correlated with a city's productivity growth. In two sets of counterfactuals, I demonstrate how the interaction between technology changes and urban industrial networks determine urban labor productivity. First, I find that the presence of urban industrial networks explains 54.7% of the variance in changes in urban labor productivity caused by local sectoral shocks. Second, I demonstrate that the variance in city network sparsity can explain 45.3% of the variance in growth rates of urban labor productivity caused by shifts in the national I-O structure.
