How do the benefits of higher education compare with its costs, and how does this comparison vary across individuals and institutions? These questions are fundamental to quantifying the productivity of the education sector. The studies in Productivity in Higher Education use rich and novel administrative data, modern econometric methods, and careful institutional analysis to explore productivity issues. The authors examine the returns to undergraduate education, differences in costs by major, the productivity of for-profit schools, the productivity of various types of faculty and of outcomes, the effects of online education on the higher education market, and the ways in which the productivity of different institutions responds to market forces. The analyses recognize five key challenges to assessing productivity in higher education: the potential for multiple student outcomes in terms of skills, earnings, invention, and employment; the fact that colleges and universities are “multiproduct” firms that conduct varied activities across many domains; the fact that students select which school to attend based in part on their aptitude; the difficulty of attributing outcomes to individual institutions when students attend more than one; and the possibility that some of the benefits of higher education may arise from the system as a whole rather than from a single institution. Resource allocation decisions made by school boards, principals, and teachers are critical for they determine the adequacy and equity of resources actually made available for specific schools, educational programs and individual students. The most important resources are often concealed by aggregate state or district measures such as dollars per student. For these decisions, the most important resources are elements such as basic and supplemental staffing levels, staff time, funding amounts for textbooks and supplies, selection of new equipment (particularly technology), and support for new or renovated facilities. The authors review current practices at each important decision-making level in school districts, from the school board to the classroom. At each juncture, the findings are interpreted to reveal both the causes of the practices and their implications for improving school effectiveness. This book provides new research in helping to inform and improve resource allocation practices in schools. The general conclusion is that improvement in the resource allocation practices in education requires a shift in focus to results instead of inputs, a strong emphasis on student learning as the primary focus of decisions, and systematic evaluation of results.

The university sector is vital to Australia's future in its role as the educator and trainer of the workforce, as well as through advancing the wealth of knowledge and technical capabilities through its research function. The Commission decided early on in the process of reviewing Australia's productivity performance to explore some of the issues in the higher education sector - so critical is its functioning for future growth and productivity. An increasing number of Australians are now being educated in the university sector. Student numbers were over 1.3 million in 2015, including nearly 1 million domestic students, whose growth rate still exceeds overall population growth. The sector also has a large direct economic impact. Total university teaching revenue in 2015 was about $19.2 billion, sourced from both students (domestic and international) and the Australian Government. However, the sector is also facing significant challenges. The most prominent change has been the move to a demand-driven model for Commonwealth-supported students, Total funding for domestic students has therefore risen, while removal of the cap has, as one party put it to us, 'opened the universities for business' in the domestic student market. The shift to a demand-driven system has been accompanied by another market development - the substantial growth in international student. In addition, traditional university teaching models are being disrupted by new technologies, particularly by the growth of the massive open online courses (MOOCs). An open question for the sector is the role of traditional universities in progressing new models of teaching (such as MOOCs), and the effect that these have on the sustainability of the university's existing business models.
