Technological change is a determining factor to ensure the sustainable growth of the agricultural sector in Brazil and worldwide. Since the 70s, Brazil has been able to expand the food supply, thus contributing to the supply of domestic and foreign markets. Between 1980 and 2021, grain production increased by almost 400 percent. The aim of this paper was to calculate and analyze the total factor productivity in Brazil from 1975 to 2020. Furthermore, through the study organized by the United States Department of Agriculture (USDA), it was possible to compare a group of 187 countries. In this international comparison, Brazil stood out for its potential on productivity growth, notably from the 2000s onwards. From 2000 to 2019, total factor productivity in Brazil grew by around 3.2 percent per year, while the same global indicator reached approximately 1.7 percent.

The COVID-19 pandemic has caused severe human suffering and triggered a deep recession in Brazil. Economic policies reacted in a timely and decisive manner to the crisis, supporting millions of Brazilians. But a strong and inclusive recovery from the recession will require long-lasting improvements in economic policies. Improving fiscal outcomes remains one of Brazil’s principal challenges given a high debt burden, to which the pandemic has added significantly. Public spending will need to become more efficient, including by building on past progress in the fight against corruption and economic crimes. Social protection can be strengthened through a better focus on the most effective policies and benefits, which could allow significant reductions in inequality and poverty. Stronger growth will hinge on raising productivity, which has been virtually stagnant for decades. This requires addressing underlying policy challenges, including reducing regulatory burdens, reforming taxes, strengthening judicial efficiency and fostering a stronger integration into the global economy. Raising productivity implies reallocations and structural changes in the economy, which should be accompanied by well-designed training and education policies. É preocupante, portanto que existam sinais claros de que o ritmo de alta da produtividade, como quer que seja medida, tem diminuído em grande número de países, tanto desenvolvidos quanto em desenvolvimento. O que é mais preocupante para nossos propósitos, porém, é que a evolução da produtividade no Brasil tem sido pior do que a mundial; inclusive em comparação ao observado em países com níveis de renda e estrutura econômica semelhantes aos nossos. Foi precisamente esse processo, e seus desdobramentos em termos das perspectivas de crescimento do nosso país, que nos motivou a desenvolver um livro sobre esse tema. O volume proposto apoia-se em colaborações de pesquisadores do IBRE e associados, e foi dividido, para efeito de apresentação, em duas grandes partes, como pode ser visto no sumário tentativo anexado a esta breve descrição. Este trabalho compreende dois estudos sobre economia regional. No primeiro, foi medido a eficiência técnica das catorze Unidades de Pesquisa (UP) do Ministério da Ciência, Tecnologia, Inovações e Comunicações (MCTIC), através da análise de envelopamento de dados (DEA) com três variáveis (dois inputs e um output), utilizando o modelo BCC (Banker, Charnes e Cooper, 1984), para a medição do desempenho, com retornos variáveis de escala, orientado a input. As rodagens foram realizadas de forma anual, trienal e trienal móvel e os resultados mostram que duas unidades atingiram eficiência acima de 80%, cinco unidades atingiram eficiência entre 50% e 79% e sete unidades ficaram com eficiência abaixo de 49%. Estes resultados podem ser usados para a implementação e formulação de novas políticas nacionais de Pesquisa e Desenvolvimento no Brasil, como a criação de estratégias mais eficientes na aplicação do orçamento público federal, a reestruturação do Sistema Nacional de Ciência, Tecnologia e Inovação (SNCTI) e a qualificação e atração de novos servidores. No segundo estudo, foi verificada a relação entre a produtividade total dos fatores, o estoque de capital utilizado em Pesquisa e Desenvolvimento dos institutos públicos de pesquisa, o estoque de capital público e o estoque de capital humano no período de 2002 a 2016 nas regiões norte, nordeste, sudeste e centro-oeste, regiões que possuem institutos públicos de pesquisa. Foi utilizado o modelo de regressão com dados em painel para estimar a relação entre as variáveis independentes (capital em Pesquisa e Desenvolvimento, capital público e capital humano) e a variável dependente (produtividade total dos fatores). O resultado apontou que somente capital humano (educação do trabalhador) é uma variável relevante na explicação da produtividade regional, com um impacto no crescimento da produtividade nas regiões analisadas.
