Kajian ini membahas persoalan konsesi RAPP untuk dijadikan kebun kayu (HTI) di Pulau Padang, Kabupaten Kepulauan Meranti, Riau. Secara pribadi, saya tidak berasumsi bahwa kajian ini mampu menjelaskan persoalan secara memadai dan lengkap, buku ini hanya bagian dari penggalan cerita ringkas bagaimana rantai bisnis kayu dari hutan serta pola dan praktik sebuah kebijakan di jalankan dan dampak yang ditimbulkan akibat dari perampasan tanah bagi bagi masyarakat Pulau Padang. Refleksi perjalanan panjang narasi tentang resistensi atas perampasan tanah bagi petani Pulau Padang. Large-scale land acquisitions yang terjadi di berbagai wilayah Indonesia sejak akhir tahun 1970an menyasar pada wilayah-wilayah yang terbukti memiliki kerentanan sosial ekonomi cukup tinggi. Pembangunan perkebunan sawit, perkebunan kayu (HTI), dan tanaman pangan membutuhkan luasan lahan yang besar, karena kepentingan terkait tersebut adalah pasar global. Kalimantan dan Sumatera menjadi contoh yang sempurna di dalam praktik akusisi lahan dan eksploitasi wilayah hutannya. Penggundulan hutan terus berlanjut akibat kebutuhan suplai pasar akan bahan baku kertas, dan apa yang selama ini terjadi pada Riau daratan kini juga merangsek wilayah Riau pinggiran (pulau). Hutan alam gambut yang seharusnya dilindungi pun, oleh negara “digadaikan” kepada korporasi atas nama pembangunan. Salah satunya adalah Pulau Padang yang dikonsesikan sejak 2009 dan menimbulkan gejolak di masyarakat karena wilayah Pulau Padang dengan permukaan rendah sekaligus hutan gambut yang rentan. PT RAPP yang selama ini menguasai 300an ribu hektar lahan di Riau daratan kini mulai merambah wilayah kepulauan, dan sebuah pulau kecil Pulau Padang menjadi targetnya. Beruntung warga Pulau Padang bukanlah warga yang dengan mudah dikooptasi, terbukti melakukan perlawanan yang cukup gigih. Sekalipun tidak berhasil “mengusir” RAPP dari Pulau Padang, setidaknya memberikan pelajaran penting sekaligus memukul mundur langkahnya. Perlawanan petani berhasil, konsesi dikurangi dan kebijakan direvisi. Sejauh catatan sejarah, baru di Pulau Padang RAPP mendapat perlawanan yang cukup keras dan menyentakkan.

Awqaf can be used not only to provide immediate necessities to the poor, but also to create or strengthen business support institutions that can lower the cost of doing business for the poor. Awqaf can also be used to support and build infrastructure institutions that can improve corporate governance and reduce the cost of doing business. For example, information bureaus, market regulatory bodies, the provision of accountancy services, and other such shared services for a group or for the entire society can be funded through waqf.
