Caracteriza la problematica de la enfermedad de Chagas como una problematica economico-social y de desarrollo del pais. Resena las dificultades encontradas en el Servicio Nacional de Chagas argentino, desde 1976 hasta 1979. Inicialmente, este actuaba solo en ocho provincias y, practicamente, no existia coordinacion central y le faltaba continuidad debido a los cambios en el presupuesto. Describe el proceso de implementacion, relevamiento de recursos, reposicion de los mismos, inversiones y estructura del Servicio Nacional de Chagas. Refiere las dificultades en el manejo de un programa vertical con 21 provincias adheridas en area de 2 millones de Km2. Plantea la transferencia de los servicios a las provincias, reservando para ele Servicio Nacional la coordenacion, normalizacion y evoluacion (proponiendo al Servicio Nacional de Chagas de Cordoba para tal fin) y desligandose este de la accion directa de saneamiento aunque sostendra economicamente la lucha contra la enfermedad de Chagas. Destaca la escasez de estudios masivos de poblacion que permitan conocer la magnitud de la enfermedad en el pais, por lo que el Servicio Nacional de Chafas debera, asimismo, dedicarse al relevamiento epidemiologico, la organizacion y normatizacion de laboratorios (AU).
