Esta obra resulta do trabalho de investigação sobre a eficácia do Programa de Bolsas de Estudos para o Ensino Médio como política inclusiva educacional numa FASFIL. Utilizada metodologia quantitativa com todo universo (203) alunos bolsistas e não bolsistas do 3º ano. Utilizada variáveis de: evasão escolar, rendimento escolar; aprovação interna e externa e índice de repetência de 2010 e 2011. Feito levantamento do perfil socioeconômico das famílias dos alunos bolsistas e identificado vulnerabilidade social. Evidenciou-se a hipótese paradoxal, que: 1) O programa de bolsa representa possibilidade de inclusão no acesso do aluno de baixa renda ao Ensino Superior Público e 2) As contradições encontradas na legislação, descaracterizam o caráter inclusivo do Programa através de características excludentes.
