Getting from Here to There? seeks to take the study of sustainable cities into a realm of analysis and critique that has not been seriously investigated in any explicit and systematic manner: the sphere of power and politics. Using detailed case studies of selected urban sustainability programs-some stillborn or short-lived, others celebrated, still others most promising-it focuses on the political agencies shaping them and the structural elements either impeding or facilitating efforts to build sustainable cities. To accomplish this task, the authors utilize three theories or models of urban power-growth coalition, urban regime, and neo-Gramscian hegemonic-to explore the dynamics of power and politics to better understand these cases and to derive important lessons about getting from here to there. These models offer valuable lessons for ongoing or future sustainable city programs, community or business groups, key policy makers, grassroots organizations, mayors, and urban planners involved in or contemplating moving urban sustainability projects forward, as well as students of urban politics and environmental and sustainability researchers.

The POLICY Project was a decade-long initiative (1995-2006) on the part of the U.S. Agency for International Development (USAID) aimed at improving the policy environment in family planning and reproductive health (FP/RH), HIV, and maternal health. The project combined several areas of USAID's previous technical assistance--namely awareness raising, policy dialogue, and policy formulation--into a single consolidated program. The project also brought with it some new challenges and opportunities. In response to key tenets in the 1994 Cairo Program of Action, USAID asked the new project to explore policy development activities that went beyond family planning and included broader aspects of reproductive health, such as HIV and safe motherhood as new focus areas for the work. In addition, USAID recognized the need to strengthen the foundations of policymaking and thus called for an emphasis in the new project on expanding participation in policy dialogue beyond government ministries. ... By almost any indicator, the POLICY Project was an overwhelming success. The project met and surpassed the targets set for the strategic objective of the program and its lower-level results. In achieving its objectives, the project pioneered innovative technical approaches--including state-of-the-art research and multisectoral, participatory policy processes--many of which have been adopted globally by hostcountry government, local partners, and collaborating agencies. To do so, POLICY successfully created more than 30 in-country programs, decentralized project responsibility to the field, and strengthened the operational systems and in-country capacity of staff and local partners to carry out and sustain policy work at the country level. Meanwhile, funding levels for the project reached an all-time high within USAID and helped establish policy work as an essential approach in many USAID country programs. Measures of the project's success are presented here.

After the Nixon and Ford administrations, liberal Democrats hoped Jimmy Carter's election in 1976 would restore the New Deal agenda in the White House. Instead, during four tumultuous years in office, Carter endorsed many of the fiscal and economic policies later espoused by his Republican successor, Ronald Reagan. But Carter also backed most New Deal social programs and, however reluctantly, pursued a traditional containment foreign policy. In this book more than a dozen eminent scholars provide a balanced overview of key elements of Carter's presidency, examining the significance of his administration within the context of evolving American policy choices after World War II. They seek not only to understand the troubled Carter presidency but also to identify the changes that precipitated and accompanied the demise of the New Deal order. By the time Carter took office many Americans had become disenchanted with big government and welfare spending, and his presidency is viewed in these pages as a transitional administration. As this volume demonstrates, Carter's dilemma emerged from his effort to steer a course between traditional expectations of federal government and new political and economic realities.
