O Project Finance é uma modalidade específica de financiamento de projetos, na qual o fluxo de caixa do projeto constitui a proncipal fonte de pagamento do serviço da dívida aos credores e de retorno aos investidores de capital. A utilização do Project Finance proporciona, dentre outros benefícios, o acesso a uma eficiente alocação de riscos entre as partes envolvidas. Por outro lado, exige uma cuidadosa engenharia financeira, para adequar a disponibilidade, utilização e exigibilidade dos recursos ao cronograma físico do projeto;e um complexo arranjo de garantias para assegurar a alocação dos riscos. Este trabalho visa mostrar porquê e como o Project Finance tem sido usado para viabiblizar projetos em dois setores da economia no Brasil:infra-estrutura de transporte rodoviário e geração de energia elétrica. Servindo-se da metodologia de estudo de caso múltiplo, são apresentados e comparados:as fontes de recurso disponíveis, os riscos existentes, os mecanismos de mitigação e de alocação dos riscos, eos instrumentos de garantia utilizados na estruturação do Project Finance nos setores supracitados. Também são analisadas as dificuldades de implementação do Project Finance no contexto brasileiro e a adequação desses setores ao uso desta modalidade de financiamento.

The power sector which consisted almost exclusively of enterprises under Federal and State control was severely affected by the repercussions of this negative phase for the Brazilian economy. The tariffs for sales between generators and distributors (wholesale trading) and from the latter to end-consumers (retail sales) were all established by the Brazilian Government. Frequently used as tools for curbing inflation, they fell well below the real costs of the services rendered. As demonstrated below, these tariff constraints had severe consequences for the power generation, transmission and distribution segments in Brazil. A clear awareness of these problems is apparent in the preparation and promulgation of Brazil's 1988 Constitution, which established that only the Federal Government would be in charge of services and activities linked to power services in Brazil, handled either directly, or through concessions. Tenders will be required to select the concessionaires, either public or private. This was the situation of the Brazilian power sector during the 1990s, fraught with difficulties and with its intra-sector payment flows severely undermined by the financial situation of the concessionaires, almost all under State control. Quite naturally, many new power generations, transmission and distribution projects ground to a halt, or never even got off the ground, with collateral effects on the construction and equipment industries working with this sector.

'A Development Emergency', the title of this year’s 'Global Monitoring Report', the sixth in an annual series, could not be more apt. The global economic crisis, the most severe since the Great Depression, is rapidly turning into a human and development crisis. No region is immune. The poor countries are especially vulnerable, as they have the least cushion to withstand events. The crisis, coming on the heels of the food and fuel crises, poses serious threats to their hard-won gains in boosting economic growth and reducing poverty. It is pushing millions back into poverty and putting at risk the very survival of many. The prospect of reaching the Millennium Development Goals (MDGs) by 2015, already a cause for serious concern, now looks even more distant. A global crisis requires a global response. The crisis began in the financial markets of developed countries, so the first order of business must be to stabilize these markets and counter the recession that the financial turmoil has triggered. At the same time, strong and urgent actions are needed to counter the impact of the crisis on developing countries and help them restore strong growth while protecting the poor. 'Global Monitoring Report 2009', prepared jointly by the staff of the World Bank and the International Monetary Fund, provides a development perspective on the global economic crisis. It assesses the impact on developing countries—their growth, poverty reduction, and other MDGs. And it sets out priorities for policy response, both by developing countries themselves and by the international community. The report also focuses on the ways in which the private sector can be better mobilized in support of development goals, especially in the aftermath of the crisis.
