Uganda has an estimated 2.5 million orphans, one of the highest numbers in the world. War and HIV/AIDS has left 25 percent of all households to look after at least one orphaned child. The orphaned children that don’t end up in a household end up homeless, living and working on the street. Children living on the streets of Uganda experience violence and discrimination everyday. Many kids leave home because of domestic abuse, neglect, and poverty only to suffer the brutal realities of living on the streets. They now lack clean water, proper shelter, a nutritional diet, have health concerns and are constantly exposed to illicit drugs, and communicable and sexually transmitted diseases. Additionally, street children can be vulnerable to exploitation in the form of child labor, prostitution, and trafficking. These children become especially vulnerable because they lack a support system that seeks to improve their education, health, and overall well-being. The government of Uganda is failing to protect its homeless children against police brutalities and other human right violations.--

Governments have traditionally left the plight of street children and working children, who by some counts number over 100 million, to individuals and nongovernmental organizations, including many religious organizations. As a result, there are a multitude of small, uncoordinated, but highly effective projects throughout the world concentrated in urban areas. The 18 case studies presented illustrate the work carried out by these organizations and demonstrate how rehabilitation can be conducted working with and for children. Part 1, "Reinsertion through Education," looks at seven projects characterized by efforts to ensure the reinsertion of street and working children into their families or mainframe society through education. The four projects in part 2 rely on work rather than education in their efforts. Part 3 describes three projects that concentrate on improving the situation of children by teaching them to use the street environment and by capitalizing on their experiences and practical intelligence. Part 4 concentrates on the administration of projects for street children. The case studies are presented without commentary to form a collection of results and ideas to stimulate imagination and interest, particularly among those responsible for government policies. Valid solutions will come only from strong governmental commitment. (SLD)

The purpose of this paper is to provide snapshots of observations, interventions, and processes in the day to day working of a child charity in Sierra Leone. There were 114 local and 49 overseas funded Non Governmental Organizations (NGOs) in Sierra Leone in 2002. The Leonenet Street Children Project was founded in 1996 by the membership of the Sierra Leone Internet discussion group Leonenet. It is a non-profit, non-stock organization registered in the United States with the Internal Revenue Service and the office of the Secretary Of State, Commonwealth of Kentucky respectively. The Project was originally registered in Sierra Leone in 1998 as a non-governmental organization (NGO) under the Ministry of Economic Planning and Development and the Ministry of Children and Gender Affairs respectively. Our work centered on foster-care, teenage-mother and child welfare and education, advocacy, and outreach. We also collaborated with government agencies and non-governmental organizations to provide one-time or short-term emergency aid to destitute children and families. The project was born in the hope that it would help the country to develop a national child-care program that will rehabilitate children through community foster-care and in which the needs of the whole child (emotional, social, intellectual, physical and creative) will be addressed. Unfortunately, this vision has not been realized because small NGOs have little political or financial clout.
