The British Empire at its height governed more than half the world’s Muslims. It was a political imperative for the Empire to present itself to Muslims as a friend and protector, to take seriously what one scholar called its role as “the greatest Mohamedan power in the world.” Few tasks were more important than engagement with the pilgrimage to Mecca. Every year, tens of thousands of Muslims set out for Mecca from imperial territories throughout Africa, the Middle East, and Asia, from the Atlantic Ocean to the South China Sea. Men and women representing all economic classes and scores of ethnic and linguistic groups made extraordinary journeys across waterways, deserts, and savannahs, creating huge challenges for officials charged with the administration of these pilgrims. They had to balance the religious obligation to travel against the desire to control the pilgrims’ movements, and they became responsible for the care of those who ran out of money. John Slight traces the Empire’s complex interactions with the Hajj from the 1860s, when an outbreak of cholera led Britain to engage reluctantly in medical regulation of pilgrims, to the Suez Crisis of 1956. The story draws on a varied cast of characters—Richard Burton, Thomas Cook, the Begums of Bhopal, Lawrence of Arabia, and frontline imperial officials, many of them Muslim—and gives voice throughout to the pilgrims themselves. The British Empire and the Hajj is a crucial resource for understanding how this episode in imperial history was experienced by rulers and ruled alike.

In the late nineteenth century, as a consequence of imperial conquest and a mobility revolution, Russia became a crossroads of the hajj, the annual Muslim pilgrimage to Mecca. The first book in any language on the hajj under tsarist and Soviet rule, Russian Hajj tells the story of how tsarist officials struggled to control and co-opt Russia's mass hajj traffic, seeing it not only as a liability, but also an opportunity. To support the hajj as a matter of state surveillance and control was controversial, given the preeminent position of the Orthodox Church. But nor could the hajj be ignored, or banned, due to Russia's policy of toleration of Islam. As a cross-border, migratory phenomenon, the hajj stoked officials’ fears of infectious disease, Islamic revolt, and interethnic conflict, but Kane innovatively argues that it also generated new thinking within the government about the utility of the empire’s Muslims and their global networks. Russian Hajj reveals for the first time Russia’s sprawling international hajj infrastructure, complete with lodging houses, consulates, "Hejaz steamships," and direct rail service. In a story meticulously reconstructed from scattered fragments, ranging from archival documents and hajj memoirs to Turkic-language newspapers, Kane argues that Russia built its hajj infrastructure not simply to control and limit the pilgrimage, as previous scholars have argued, but to channel it to benefit the state and empire. Russian patronage of the hajj was also about capitalizing on human mobility to capture new revenues for the state and its transport companies and laying claim to Islamic networks to justify Russian expansion.

Paris 1744: a royal official approaches a shopkeeper's wife, proposing that she become an informant to the Crown and report on the conversations of foreign diplomats who take meals at her house. Her reports, housed today in the Bastille archives, are little more than a collection of wartime rumors gathered from clandestine, handwritten newspapers and everyday talk around the city, yet she comes to imagine herself a political agent on behalf of Louis XV. In this book Tabetha Ewing analyses different forms of everyday talk over the course of the War of Austrian Succession to explore how they led to new understandings of political identity. Royal policing and clandestine media shaped what Parisians knew and how they conceptualized events in a period of war. Responding to subversive political verses or to an official declaration hawked on the city streets, they experienced the pleasures and dangers of talking politics and exchanging opinions on matters of state, whether in the café or the wigmaker's shop. Tabetha Ewing argues that this ephemeral expression of opinions on war and diplomacy, and its surveillance, transcription, and circulation shaped a distinctly early-modern form of political participation. Whilst the study of sedition has received much scholarly attention, Ewing explores the unexpectedly dynamic effect of loyalty to the French monarchy, spoken in the distinct voices of the common people and urban elites. One such effect was a sense of national identity, arising from the interplay of events, both everyday and extraordinary, and their representation in different media.
