Local and regional authorities (LRAs) can play a key role in the energy sector, often both as producer/supplier and consumer of energy. In their role of planners and regulators, they can set the framework to promote energy-efficient products and services and renewable energy. LRAs can also influence energy demand by informing and motivating end-users as to how they can use energy more efficiently. Some effective plans developed at local and regional level for reducing energy consumption and the emission of greenhouse gases (GHG) are successful examples that can be replicated elsewhere. The European Union Committee of the Regions launched this study on the contribution by local and regional levels to combating climate change through the use of renewable energy sources (RES) and measures to boost energy efficiency. The main objective of this study was to analyse successful cases of LRAs promoting renewable energy and energy efficiency in different European Member States (MS), in order to identify key factors behind their success.
