With the intention of illuminating the many obstacles involved with literacy promotion in the developing nations of Africa, Asia, and South America, the authors of the 10 articles in this collection share their knowledge and experience of literacy promotion in the developing world--including the unique challenges faced by those who publish, print, and distribute reading materials with limited support and resources. The articles also offer suggestions and solutions for increasing the developing world's access to quality indigenous reading materials. Following an introduction, the articles and their authors are: (1) "Reading in Developing Countries: Problems and Issues" (Vincent Greaney); (2) "Lifting Literacy Levels in Developing Countries: Some Implications from an IEA Study" (Warwick B. Millions of people do not read for one reason: they do not have access to text. But mobile phones and cellular networks are transforming a scarce resource into an abundant one. Drawing on the analysis of over 4,000 surveys collected in seven developing countries and corresponding qualitative interviews, this report paints a detailed picture of who reads books and stories on mobile devices and why. The findings illuminate, for the first time, the habits, beliefs and profiles of mobile readers in developing countries. This information points to strategies to expand mobile reading and, by extension, the educational and socio-economic benefits associated with increased reading. Mobile technology can advance literacy and learning in underserved communities around the world. This report shows how.

Noting that the task of increasing literacy around the world is far too massive for the schools alone to undertake, this book is intended as part of an effort to increase the role of parents and families in promoting the reading development of children. The six articles in the book discuss the following topics: (1) family contributions to reading attainment; (2) opportunities to use family resources for reading in the developing countries of Africa and of Southeast Asia; (3) family forces for preschool development of health, vocabulary, and perceptual skills; (4) family forces for early school development of language fluency and beginning reading; and (5) the role of families in curriculum planning and tutoring in reading and in developing cultural appreciation. This publication presents a collection of materials on the German experience with literacy education. A timeline offers a brief account of adult literacy in the Federal Republic of Germany. "Literacy as a Problem in the Federal Republic of Germany" identifies the causes and impacts of "second-order illiteracy" (the loss of reading and writing skills acquired at school). It discusses causes of illiteracy, literacy education practice, projects, and perspectives on what needs to be done. The next section provides materials from the First UNESCO Workshop on Preventing Functional Illiteracy and Integrating Youth into the World of Work. A summary report discusses causes of illiteracy as identified by participants, including poverty, family background, and the media and illiteracy and employment. "Literacy in Industrialized Countries" summarizes conclusions and recommendations of the workshop, including definition of illiteracy/literacy, programs and measures, research, development and funding, structure and organization, implementation, and international cooperation. Experts' comments on literacy follow. The next section is a short history of literacy education since 1946. "The Federal Republic of Germany Preparing for International Literacy Year 1990" (Traugott Schoefthaler) introduces several ways of international cooperation in promoting reading and writing as cultural techniques. "Towards Basic Education for All" (Kurt Mueller) expands upon this German point of view. Appendixes include 26 references and a list of addresses of literacy agencies. (YLB)

Literacy and Reading Programmes for Children and Young People: Case Studies from Around the Globe presents interviews with over 40 librarians from around the world who tell of their library programs. The volumes are arranged geographically with Volume 1 offering interviews from library professionals from the USA and Europe, and with Volume 2 sharing programs from Asia, Africa, Australia, and the Middle East. The volumes highlight the diversity of the types of programs catering to the varying needs of children and young adults throughout the world. Case studies featured in this book outline the details of programs, events, and activities provided by over 40 organizations in the context of social capital and social inclusion. Each interview chapter discusses the contributions made to literacy development and community building of children and teens. With the many variations and examples of best practice, librarians and educators can glean new ideas for their own programs. The interviews reveal the challenges and issues faced and the work being achieved in vastly different environments, in many geographic areas, and in diverse economic, social, and cultural contexts. The programs include those of national and state libraries, public libraries, and mobile libraries carried out by public libraries, NGOs, and commercial organizations in both developed and developing countries. They also feature programs of multicultural libraries, libraries for indigenous people, and libraries for refugees. This publication complements the range of initiatives and activities carried out by IFLA’s Libraries for Children and Young Adults Section that supports library services and reading promotion initiatives catering to children and young adults around the world. These volumes are rich in variety and will provide much food for thought for creating unique and successful library programs.
