Según el Banco Mundial (2020), América Latina es la región más afectada por el Covid 19 y la que va a tener mayores consecuencias a largo plazo, en términos de endeudamiento, crisis económica y exclusión social (Blake, Wadhwa, 2020). Sumida la región en una trampa de bajo crecimiento, alta desigualdad y alta violencia, como lo explica el Plan de Naciones Unidas para el Desarrollo (PNUD), en Orozco et al (2021), el desafío de recuperación que enfrenta América Latina en la presente década es monumental, debido a la combinación de economías poco dinámicas, Estados débiles, sistemas de salud frágiles, baja calidad institucional y altos niveles de desigualdad, informalidad y pobreza, lo que configura la peor crisissanitaria, económica, social y humanitaria de la región en casi un siglo (CEPAL, 2021)

Community Capacity and Resilience in Latin America addresses the role of communities in building their capacity to increase resiliency and carry out rural development strategies in Latin America. Although the political contexts for community development have changed dramatically in a number of Latin American countries in recent years, there are growing opportunities and examples of communities working together to address common problems and improve collective quality of life.
