In February 1994 the Clinton Administration announced that negotiations with Chile were expected to begin during the Spring of 1994 with completion at the end of 1995. Prior to focusing on U.S.-Chile trade, the book details contemporary efforts at trade regionalism in the Western Hemisphere, including: the U.S.-Canada Free Trade Agreement, the Caribbean Basin Initiative, the Enterprise for the Americas Initiative, the Andean Trade Preference Act, the Latin American Integration Association, the Caribbean Community Common Market, the Andean Pact, the Central American Common Market, the Southern Cone Common Market (Mercosur) and Chilean bilateral trade and investment arrangements. Next, a synopsis of recent U.S.-Chilean trade and investment relations as well as the impetus for a U.S.-Chile Free Trade Agreement are provided. In addition, the book offers an empirical assessment of U.S.-Chilean trade and investment relations. It also describes the various issues and topics that are likely to be covered in any U.S.-Chile Free Trade Agreement. Furthermore, particular U.S. and Chilean market sectors that might be affected by such an agreement are detailed. The conclusion is that a U.S.-Chile Free Trade Agreement would continue previous attempts at trade regionalism in Western Hemisphere. An annex provides an extensive directory of key government and business contacts in the U.S. and Chile, facilitating trade and investment opportunities for individuals and firms.

In this conference volume, distinguished economists and trade policymakers address the US initiatives to enter into free trade negotiations with a broad range of countries in the Asia-Pacific region, the Western Hemisphere, and Africa. The sheer number of these initiatives is unprecedented and has provoked major policy questions concerning US interests in the negotiations, the setting of priorities among the many contenders for concluding free trade agreements (FTAs) with the United States, the objectives of those trading partners, and the implications that these agreements could have for broader initiatives such as the Doha Round in the World Trade Organization and the Free Trade Area of the Americas. The papers in the volume were presented during a conference on FTAs and US trade policy, sponsored by the Institute in May 2003. The editor, Jeffrey Schott, summarizes the policy implications drawn from the conference papers and discussions, which are organized around several topics: the conceptual case for FTAs and how they have worked in the past; what FTAs imply for the broader global system; the specific agreements that are already being pursued (Australia, Central America, Morocco, southern Africa) or considered (ASEAN, Brazil, Egypt, Korea, and Taiwan). This study attempts to clarify the present state of and future prospects for trade between the EU and Chile through an examination of previous agreements and the EU's new approach to trade liberalisation. The authors agree with the large consensus existing on both the EU and Chilean sides regarding the efficacy of the Association Agreement, but note that any extension of an agreement with Chile should capture the spirit of older EU agreements rather than simply following the 'NAFTA route'. The study also includes a comparative analysis between the EU-Chile agreement and current trade agreements being negotiated by the EU and Chile with third countries.
