"Family violence is a world wide problem. In New Zealand, the Domestic Protection Act 1982 was instituted to attempt to deal with that violence in a constructive and humane manner. While in many ways the legislation has improved a very difficult process, it is clear that the victims have not been protected as well as was intended. Section 5(2) of the Victims of Offences Act 1987 says that "victims should be told of available protection against unlawful intimidation". The Victims Task Force, looking at this requirement with domestic protection orders in mind, decided to commission research into breaches of these orders so that persuasive recommendations for change in systems and legislation could be made. These changes should make it possible for the intended protection to be protective in the fullest meaning of the word. The primary methodology chosen by the Task Force and followed by the researchers (case studies which involved some 70 interviews) documented here have a richness and directness which is typically lost in more quantitative approaches. Case studies are an efficient way to identify what can and does go wrong and to point to measures that may be taken to remedy the situation. Case studies do not identify how frequently current procedures provide inadequate protection and equally, how often they work effectively. Neither do they identify what aspects work well and with what categories of offender and victim. These questions are beyond the scope of this study ..." -- Foreword.
