Pour le démontrer, il s'appuie sur une comparaison approfondie de la manière dont l'État-providence s'est développé au Canada et aux États-Unis. Il montre ce qui différencie ces deux types historiques de fédération et ce qui rapproche la construction politique canadienne du processus d'union européenne. Il en déduit la nécessité pour l'Europe de faire une large place aux politiques sociales afin que puisse y émerger un ordre de gouvernement supranational doté d'une légitimité démocratique.
