Blockchain is widely considered a new key technology. The Foundation for Technology Assessment (TA-SWISS) has proposed a comprehensive assessment of blockchain technologies. Anche nel diritto tributario occorre giungere ad un’uniformazione delle regole per i fenomeni digitali perché, altrimenti, l’imposizione finirà per gravare sempre più su manifestazioni di ricchezza a bassa mobilità, imputabili a soggetti di minori dimensioni. Dovrà anche essere considerato l’impatto che le IA hanno nella fiscalità. È stata ventilata l’ipotesi di una sorta di “robottax”, volta a garantire allo Stato un gettito almeno pari a quello derivante dall’impiego dagli umani che verrebbero sostituiti dall’utilizzo dell’IA e dai robot. Si tratta però di una soluzione infondata. Piuttosto la leva fiscale dovrebbe stabilire che le diverse agevolazioni tributarie per investimenti tecnologici possano essere concesse solo a condizione che non si verifichi una contrazione del costo del lavoro. Si tratterebbe di una sorta di “salvezza” dell’umano dall’oramai incontrastato dominio della tecnica.
