Fachhochschule Köln, Sprache: Deutsch, Abstract: In der Sozialen Arbeit ist Macht ein Gegenstand, dem sich ein Individuum oftmals, evtl. schon länger, ausgesetzt und wehrlos gegenübersieht. Bei anhaltender Machtlosigkeit wendet sich das Individuum häufig an Professionelle und sucht in der Stellung als KlientIn Hilfe in einer professionellen Beratung und/ oder Begleitung. Die KlientInnen sind ungleichen Machtverhältnissen, z.B. gegenüber Behörden u.a. Instanzen, ausgesetzt. Welche Funktion übernimmt die Soziale Arbeit? Warum wurde ein Individuum KlientIn Sozialer Arbeit? Hat die Soziale Arbeit die Fähigkeit oder sogar die Macht, KlientInnen zu helfen? Besteht dazu überhaupt ein Mandat? Darf in der Sozialen Arbeit von Macht überhaupt die Rede sein? Die Sozialgesetze bilden, nebst weiteren Gesetzen, die Grundlage der Sozialen Arbeit. Diese unterstützt KlientInnen darin, Gesetze zu verstehen und ihre Ansprüche geltend zu machen. Dies erreicht sie durch Beratung oder auch direkte Begleitung zu Terminen. Die Welt der Konzepte und Theorien bietet weitere Ansätze dazu, diese Gedanken zu vertiefen und wirft gleichzeitig Diskurse auf, die sich um die Professionalität und das Mandat der Sozialen Arbeit erheben. Was tun wir, wenn wir KlientInnen dazu verhelfen Rechte in Anspruch nehmen zu können? Üben wir das Mandat der Menschenrechtsprofession aus? Sind wir reine Dienstleister? Sind wir Sozialanwälte? Befähigen wir KlientInnen zu etwas? Nehmen wir ihnen Aufgaben ab, welche zum Lernprozess und zur Lebensbewältigung selbst erlernt werden sollten? Spielen hier Machtverhältnisse eine Rolle? Wenn ja, wie ist dies zu erkennen und welche Auswirkungen hat dies? Um diese Frage zu beantworten, werde ich mich in dieser Arbeit mit den Machttheorien von Heinrich Popitz näher auseinandersetzen und seine Grundformen der Macht sowie seine Stufen von Macht und Herrschaft im Zusammenhang des Konzeptes des Case Management exemplarisch beleuchten und diskutieren. Ziel dieser Arbeit soll es sein beispielhaft eine Verflechtung zwischen der Theorie von Heinrich Popitz und dem Konzept des Case Management herzustellen sowie davon abzuleiten, ob weitere Theorien der Sozialen Arbeit um die Theorie der Machtentwicklung erweitert werden können oder sogar sollten.
