In diesem Zusammenhang werden ferner „Neue Wege“ der Unternehmensplanung und Budgetierung beschrieben. Dabei wird dargestellt, welche neuen Strömungen sich aus den Schwachstellen entwickelt haben. Im vierten Kapitel wird der Fokus auf Prozesse im Unternehmen gelegt. Es werden Grundlagen und Voraussetzungen für eine Prozessorientierung im Unternehmen geliefert. Abschließend geht der Verfasser in diesem Abschnitt auf die Bedeutung der Prozesse im Kontext der Unternehmensplanung und Budgetierung ein. In Kapitel fünf, dem Hauptteil der Arbeit, wird ein Konzept zur prozessorientierten Unternehmensplanung und Budgetierung erarbeitet. Dieses unterteilt sich in einen operativen und strategischen Teil, wobei der Schwerpunkt auf letzterem liegt. Ferner werden Elemente des beschriebenen Konzeptes anhand eines prägnanten Fallbeispieles konkretisiert. Dieses beruht auf frei gewählten Annahmen.

Sollte ein Unternehmen, aus welchen Griinden auch immer, nicht mehr in der Lage sein, die von ihm erstellten Gesamt- oder Teilleistungen gewinnbringend auf dem Markt unterzubringen, miiBte, wenn dieser Verlust nicht nur vorubergehenden Charakter hat, entweder die verlust bringende Leistung durch andere Leistungen ersetzt oder das Unternehmen liquidiert werden. Fur erwerbswirtschaftliche Unternehmen gilt daher auch der Vorrang des For malzieles "Gewinn" vor dem Sachziel der Erstellung einer bestimmten Leistung. Anders ist die Lage in gemeinwirlschaftlichen Unternehmen, welche jene fur die Volkswirlschaft unabdingbar notwendigen Leistungen zu erbringen haben, die ein erwerbswirlschaftliches Unternehmen nicht mehr erstellen kann, weil der Leistungsempfanger nicht in der Lage ist, die entsprechende Gegenleistung hiefur aufzubringen. Dazu zahlen in erster Linie Leistungen auf dem Gesund heits- und Sozialsektor einer Volkswirtschaft. Gemeinwirtschaftliche Unternehmen konnen durchaus mit Gewinn arbeiten
