The advent of Internet Technology has made it possible for governments to transform themselves by offering various services online. Successful implementation of electronic government initiatives is being touted as the next wave of creating innovative government service delivery in the context of the public sector worldwide. Electronic Procurement was implemented in Malaysia in 1999 and it is the use of Information and Communications Technology to streamline the procurement processes within the public sector. The academic nature of this study centers on understanding if government suppliers are ready to use e-Procurement and also to examine the nature of the e-Procurement application within the government procurement system. The study contributes to the body of literature in the domain of technology adoption in public sector and within the context of e-Procurement systems more specifically. Various models pertaining to technology adoption were used and modified to develop the e-Procurement Acceptance Model (EPAM).

This paper reports the results of a research project addressing the current state of e-procurement technologies. It analyzes which companies are moving fast into these technologies, how experimentation is taking place to learn about the business opportunities that may emerge through these technologies, the risks and benefits associated with them, and the expected evolution of e-procurement technologies in the near future. Predictions few years back indicated that e-procurement technologies would grow exponentially over the first half of the decade. However, these expectations have not been met. Current e-procurement technologies are in their developmental infancy and a dominant design is still unavailable. The results of our survey indicates that the final equilibrium may include several technologies, each one serving a different segment of the market. This multiplicity of solutions is likely to further delay the transition of the industry to its growth stage. Companies are approaching e-procurement technologies with very different strategies based upon the perceived risks and benefits associated with the technology and their competitive position and environment. We identify two main types of companies. The first type is moving aggressively to adopt e-procurement technologies, frequently experimenting with various solutions. The second type adopts a more conservative strategy by selectively experimenting, typically with one technology. This latter group relies on these limited experiences to provide the capabilities to move quickly into the technology as a dominant design emerges. The survey results suggest that e-procurement technologies will become an important part of supply chain management and that the rate of adoption will accelerate as aggressive adopters share their experiences and perceptions of low risk.

Electronic procurement (e-procurement) has been widely adopted across the private sector, and as such various aspects of its adoption has been researched. The adoption of e-procurement in the public sector is not as widespread, especially in relation the UK Central and Local Government sectors, and accordingly there has been limited research into the factors affecting the adoption of e-procurement technologies, within this context. Consequently, this study, which has been undertaken with five case study organisations spread across the UK Central and Local Government sectors, aims to add to current published literature, and in particular provide an understanding of the relationship between the factors identified which have affected adoption, and the extent of adoption of e-procurement solutions. This research provides a number of significant contributions to current published literature including a comprehensive definition and conceptualisation of e-procurement and a holistic research framework which facilitates understanding the relationships between the level of adoption by the case study organisations and the factors affecting their decisions. Additionally, this study demonstrates that there is a high degree of commonality between the case study organisations in terms of their levels of adoption, and the factors that have affected such adoption. Of these factors, there are four that are particularly important, as they haven?t previously attracted much attention in the literature. More specifically, this research highlights the importance of understanding an organisation?s procurement landscape, the impact (both negative and positive) of public policy on adoption, the impact of enhanced organisational standing and the need for vision and leadership from senior stakeholders.

E-procurement has increasingly been applied by grocery supermarket chains around the world as a tool to reduce procurement costs and improve supply chain management to increase leverage and competitiveness. In Vietnam, however, little information is known as to what extent this method is used by supermarkets. Through random surveys of several leading supermarkets in Hanoi - one of the main economic hubs in Vietnam, the author explored the application of e-procurement in this fast growing retail market. Poorly functioning, and often corrupt, public procurement procedures are widely faulted for the low quality of infrastructure provision in developing countries. Can electronic procurement (e-procurement), which reduces both the cost of acquiring tender information and personal interaction between bidders and procurement officials, ameliorate these problems? In this paper we develop a unique micro-dataset on public works procurement from two fast-growing economies, India and Indonesia, and use regional and time variation in the adoption of e-procurement across both countries to examine its impact. We find no evidence that e-procurement reduces prices paid by the government, but do find that it is associated with quality improvements. In India, where we observe an independent measure of construction quality, e-procurement improves the average road quality, and in Indonesia, e-procurement reduces delays in completion of public works projects. Bidding data suggests that an important channel of influence is selection -- regions with e-procurement have a broader distribution of winners, with (better) winning bidders more likely to come from outside the region where the work takes place. On net, the results suggest that e-procurement facilitates entry from higher quality contractors.
