Historically, governments have played the predominant role in owning and operating infrastructure facilities such as schools, hospitals, roads, bridges, railways, ports, telecommunications networks, and water and electricity supply facilities. However, fiscal policy constraints, growing acceptance of the user-pays principle, and a recognition that there are generally greater incentives for efficiency in the private sector, have driven increased private involvement in the provision of both economic and social infrastructure. A new Commission Staff Working Paper reports on the experiences of a number of countries using different approaches to funding public infrastructure projects. The countries covered in the study are Australia, Canada, France, Germany, New Zealand, Sweden, the United Kingdom and the United States. In most countries, general government investment in infrastructure has declined in recent years. Nevertheless, overall investment in infrastructure has remained fairly steady, although volatile in some countries. Total Australian investment in infrastructure was just below 6 per cent of GDP in 2006-07. Sub-national governments undertook 76 per cent of public infrastructure investment, with government trading enterprises (GTEs) accounting for around half of this.

This project examines the structure of public infrastructure financing in Indonesia and examines whether financing based on Islamic principles is a feasible alternative to current financing mechanisms. The structure of public infrastructure investment can be determined by comparing the amount of public saving or domestic resources relative to foreign debt resources. Typically, public infrastructure investment flows consist of 20 to 40 percent domestic investment and 60 to 80 percent foreign investment. This financing mixture, however, may lead to fiscal constraints when debt service occurs. If the investment funds are unproductive, then the infrastructure project may not generate sufficient revenue to offset debt service obligations. This problem is compounded in the presence of corruption, crime, and other forms of the absence of the rule of law. The funding constraint mitigates the dominant role of government and encourages private entities to provide and finance public infrastructure. Islamic project financing, through such vehicles as debt, hybrid, and equity instruments, may be able to respond to this challenge.

Infrastructure construction is one of the basic driving forces of social and economic development. Since 1978, the construction of infrastructure in the People's Republic of China (PRC) has experienced rapid development, which has given a strong impetus to the PRC's modernization. But behind the rapid growth of infrastructure there are risks of a massive and rapid buildup of infrastructure financing. How to manage the risks of infrastructure financing has always been the focus of attention of the Chinese government, as well as economic and academic circles. This paper comprehensively reviews the historical development of the PRC's infrastructure financing and concludes that: (1) the financing of the PRC's public infrastructure construction produces different financing models that are appropriate for various phases facing different real environments and major problems existing in the PRC; (2) with the transformation of the infrastructure financing model, the ways and measures of infrastructure financing risk management are also changing accordingly, and standardization, transparency, and systematization are the main trends in public infrastructure financing and risk management in the PRC; (3) promoting fine management of an infrastructure construction project to ensure the financial sustainability of such a project and then to safeguard the national macrofinancial sustainability is a significant task for the PRC in strengthening the risk management of infrastructure financing.
