Kosovo is rightly working to improve its public investment management to support future economic growth and improvements in wellbeing. This assessment applies the IMF Public Investment Management Assessment (PIMA) framework, including the Climate-PIMA module. It finds that there have been improvements in Kosovo’s public investment management institutions since the original 2015 PIMA assessment—but the design of these institutions is stronger than their effectiveness in practice. Continued reforms are needed to strengthen the project appraisal process, improve the pace of project implementation, and increase central support for major projects. Like most other countries, Kosovo is at an early stage of incorporating climate aspects into public investment management. Strengthening the alignment between climate goals and sectoral infrastructure planning and delivery will be needed to ensure that infrastructure investments are resilient and assist Kosovo in meeting is climate objectives.

This Technical Assistance report on the Uganda focuses on strengthening the performance of public investment management – next phase. Significant progress has been achieved since 2015 in strengthening public investment management, with the reforms showing first results. New procedures need to be designed to refresh project information and assess the status of ongoing projects. With better information, a robust prioritization process of ongoing and new projects within the medium-term envelope should be implemented. Discussions with Ministries, Departments and Agencies, and the mission’s analysis of the upgraded project data identified inconsistencies between projects’ planned use of resources, approved project budgets and the medium-term resource envelope. Reliable and updated information on project forward estimates and commitments like signed contracts and certificates of work is fundamental for ensuring sufficient and timely funding of projects. Recent strengthening of Public Investment Management processes has been accomplished with limited changes to the legal framework.

This technical report discusses the results of the Public Investment Management Assessment (PIMA) of Benin, undertaken in March 2023 to update a previous assessment based on an October 2017 mission. The mission found out that public investment in Benin has significantly increased from its 2019 low and should help sustain progress in terms of physical access to infrastructure. The assessment highlighted progress since the late 2017 PIMA with respect to the institutional framework for public investment management, facilitated by the adoption of a comprehensive PIM legal framework. It also identified areas where effectiveness is still lagging, notably in terms of project appraisal and selection, maintenance and for PIMA institutions related to the execution of public investment. The report also includes the results of the climate module of the PIMA evaluation, which reflect that Benin’s long-lasting commitment in the fight against climate change, captured in a 2018 national law against climate change, are starting to feed into some public investment management practices. On the basis of this assessment, the report proposes seven high-priority recommendations that could greatly improve public investment management in the short to medium term.

This Technical Assistance Report discusses recommendations for enhancing the performance of public investment management in Uganda. The current public investment program (PIP) is overextended and a stock-take is required (by September 2017) as the basis for further decisions. Cabinet endorsement of important decisions on the PIP is needed to provide a framework for subsequent planning, budgeting and decision making by the Ministry of Finance, Planning and Economic Development (MoFPED), the National Planning Authority (NPA), and Ministries, Departments, and Agencies. To inform the Cabinet decision on the PIP, a comprehensive review of the PIP should be conducted each September/October jointly between the MoFPED, the NPA and the sectors concerned under the auspices of the Development Committee.

For much of the past 25 years, Philippine general government investment has trailed that of most other Asian economies. The budgetary allocation to public investment in the Philippines declined from about 4 percent of GDP during the 1990s to about 3 percent of GDP from 2000 to 2015, but it has increased in the last few years. As a result, Philippine public capital stock remains low by emerging market standards, and its general government capital stock has eroded steadily from the early 1990s. The gap between the Philippines’ capital stock and the average of ASEAN countries is more than 30 percent. The average emerging market economies’ capital stock is almost 60 percentage points higher than that in the Philippines.
