The enactment of the America COMPETES Act in 2006 (and its reauthorization in 2010), the increase in research expenditures under the 2009 American Recovery and Reinvestment Act (ARRA), and President Obama's general emphasis on the contribution of science and technology to economic growth have all heightened interest in the role of scientific and engineering research in creating jobs, generating innovative technologies, spawning new industries, improving health, and producing other economic and societal benefits. Along with this interest has come a renewed emphasis on a question that has been asked for decades: Can the impacts and practical benefits of research to society be measured either quantitatively or qualitatively? On April 18-19, 2011, the Board on Science, Technology, and Economic Policy (STEP) and the Committee on Science, Engineering and Public Policy (COSEPUP) of the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine, held a workshop to examine this question. The workshop sought to assemble the range of work that has been done in measuring research outcomes and to provide a forum to discuss its method. The workshop was motivated by a 2009 letter from Congressman Rush Holt (D-New Jersey). He asked the National Academies to look into a variety of complex and interconnected issues, such as the short-term and long-term economic and non-economic impact of federal research funding, factors that determine whether federally funded research discoveries result in economic benefits, and quantification of the impacts of research on national security, the environment, health, education, public welfare, and decision making. Measuring the Impacts of Federal Investments in Research provides the key observations and suggestions made by the speakers at the workshop and during the discussions that followed the formal presentations.

Selling Out demonstrates that the logics of value of the market and of universities are not only different but opposed to one another. By introducing the reader to a variety of cases, some well known and others not, Woodhouse explains how academic freedom and university autonomy are being subordinated to corporate demands and how faculty have attempted to resist this subjugation. He argues that the mechanistic discourse of corporate culture has replaced the language of education - subject-based disciplines and the professors who teach them have become "resource units," students have become "educational consumers," and curricula have become "program packages." Graduates are now "products" and "competing in the global economy" has replaced the search for truth.

This study examines the impact of local institutional arrangements on firm level spillover effects from universities. Specifically, I test the proposition of co-location with universities affecting firm performance, taking advantage of a major policy reform in China, to identify distinct university-influenced regions between 1998 and 2005. Together with a unique dataset from the National Bureau of Statistics of China, I find evidence, which suggests that relative to state-owned enterprises, domestic private firms in these regions experienced performance decline. Collectively, the results suggest that spillover effects from universities on industry are not unidirectional and uniform, and are specific to the unique institutional arrangements of each region and country. This finding raises some substantial welfare implications about the efficiency of public investments in universities when the benefits of such investments are offset by the institutional inefficiency of the state ownership.

The basic structure of universities and colleges in Ontario - one focused primarily on expansion and greater access and put in place in the 1960s - is outdated. The system is now large enough, the eligible age group for entering post-secondary studies is shrinking, and participation rates are as high as they are likely to go. In Rethinking Higher Education, George Fallis argues that policy-makers should shift their attention away from growth and towards improving and diversifying the range of programs available and creating new means of program delivery. He calls for increases in honours undergraduate programs and polytechnic education and envisions a group of research-intensive universities responsible for doctoral education. The existing design, Fallis contends, neglects the specific needs of graduate education and research, layering it on top of a system designed for undergraduate education.
