Richard Musgrave coined the terminology of merit wants and merit goods in the 1950s in the context of the theory of public finance. He pointed out that certain goods such as free school lunches or subsidies to low cost housing did not have pure public or private good characteristics. If a government is dissatisfied with the level of consumption of such goods in the free market, it may intervene to increase consumption, even against the wishes of consumers, to promote their private, as well as some social interests. Mainstream economic theory tends to reduce all normative concerns to individual preferences and analyse any domain of the economy, or perhaps of social life, with the same methods. This methodological stance implies some tension between the normative ideas and the standard conceptual tools of economic thinking about public finance. While the concept of merit goods has played a minor role in modern economics, it has the potential to both reveal the continuity with earlier collectivist conceptions of economic and political life and to open the stage for ethical discourses which go beyond rigid versions of libertarianism and welfarism. Hence the continuing relevance of Musgrave's conceptual innovation for social and political theorizing.

When behavioral results repeatedly fail to be explained by the assumption that people act as homines economici, these stable response patterns have to be analyzed by a different approach. The concept of merit goods offers one explanation.In this book prevailing misconceptions about merit goods are unveiled and the legitimation and political relevance of the merit good argument when based on society value judgments are demonstrated. Society value judgment in this context means that citizens prefer to decide according to society's best interest rather than in their personal interest. Governmental intervention interfering with individual preferences, however, is often considered as interfering with consumer sovereignty. In this book, "participation" is proposed as the missing link between the merit good concept and its compatibility with consumer sovereignty. The book also considers what reasonable participation could look like.Thus, being a 'merit good' is not a characteristic, but must rather be seen as the estimation of the people determined by history, values, culture, current situation, knowledge, etc. and must therefore be analyzed as this. In this book, merit goods will be determined and useful participation pointed out using ecological goods from a case study of a result-oriented agri-environmental program as example.

A common view in public finance is that there is an efficiency-redistribution tradeoff in which distortions are tolerated in order to redistribute income. However, the fact that so much public- and private redistributive activity involves in-kind transfers rather than cash may be indicative of merit motives on the part of the payers rather than a preference for the well-being of the recipients. Efficiency-enhancing public policy in a merit good economy has the primary purpose of creating distortions and may only redistribute income from rich to poor in order to create those distortions the reverse of the conventional efficiency-redistribution tradeoff. We discuss why the largest programs on the federal and local level in the US including Social Security, Medicare and Medicaid, and Public Schooling seem consistent with the reverse tradeoff rather than the classic one. Transfers are not lump sum in a merit good economy, and explicitly accounting for this when calculating tax incidence reduces the estimated progressivity of government policy. As one example, we calibrate the conventional life-cycle model to show how the amount of over-saving induced on the poor by Social Security hurts them at least as much as the progressive' benefits help them. When the distortions outweigh fiscal transfers in this manner, the classic efficiency-redistribution tradeoff cannot justify the program and the program is far less progressive than conventional analysis suggests.

Overview This book is a philosophical reflection (using mainly Hegel, in addition to 1 Adam Smith, Kant, Marx and Catholic Social Thought) about the soc- political dimension of economics. In it I both agree and disagree with the slogan that “the least government is the best government. ” I agree with the slogan, in particular as it applies to the economic domain. Adam Smith taught us that rational and self-interested individuals, left by themselves, create a more efficient and reliable economic system than one in which the government has a heavy role as was the case in his time with the merc- tile system (Smith, 14, 651). Ludwig von Mises demonstrated the same idea for the communist command economy (Hayek 1935, 87–130). I d- agree with the above mentioned slogan if it is interpreted as suggesting that we can best forget about the role of the government for a good functioning economy. Instead, I will argue that the government has an important fu- tion in creating the proper regulations and the wise institutional arran- ments which will allow the economy to flourish in a more efficient, fair and humane way. This book is interdisciplinary in nature. It is a philosophical and ethical reflection on economics. Hence, I make use of philosophical ideas, often but not exclusively those of Hegel. I reflect philosophically on economic concepts.

We examine competition between a private and a public provider in markets for 'merit goods' such as education, healthcare, housing, recreation, or culture. The private rm provides a high-price/high-quality variety of the good and serves richer individuals, while the public rm provides a low-price/low-quality variety and serves poorer individuals. We derive the private competitor's best response to changes in the public rm's price and quality level. This enables us to examine the distributional eects of government policies aimed at making publicly provided goods more aordable or increase their quality, and of changes to the government budget constraint that make publicly provided goods more expensive or decrease their quality. Our results have implications for the nancing of the public supply of such goods, and for whether additional resources, if available, should be spent on reducing the price or enhancing the quality of publicly provided goods.
