Public-private partnerships are becoming increasingly important in the local economic development efforts of many cities. This collection of essays compares U.S. cities with those in western Europe. Conceptual issues are discussed, and comparisons at the city level illustrate the process, pitfalls, and results of such partnerships. Readers will be able to understand the types of partnership arrangements used in each country. Factors contributing to the success of these arrangements are discussed and compared. Scholars and students of local economic development and public finance, as well as public officials and economic development practitioners will benefit from the unique comparative framework used in this volume.

This book looks at what drives effective management of public-private partnerships (PPPs). It examines widely cited Singaporean cases pertaining to successful PPPs as well as those in failure (and subsequently contracted back in the public-sector provision) in diverse areas of public service, such as water services, educational services, trade and logistical data services, residential services, acquisition and maintenance of military systems, research and development services, infrastructure, and sport services. The book begins each case with an overview (e.g., project goals (motivators), types of PPPs, stakeholders, time period, assigned budget, and capital planning) and then specifically discusses critical success factors and/or risk factors pertaining to the decisions to proceed with ongoing PPPs or to return to self-operation (in-house public production) of services later, respectively. The book concludes with a discussion of lessons learned from Singaporean cases and contexts of PPPs and suggests more feasible strategies and conditions toward successful collaborative governance between public agencies and private counterparts for the new century. This book will appeal especially to public policymakers.

It goes without question that economic development is a necessary, ongoing process occurring at all levels of government. However, following the path of local economic development blindly would be a grave mistake, thus planners and local government officials need to constantly reflect on what local economic development is intended to accomplish in order to "overcome the spurious sensibility of its promises." However, additional challenges have arisen in past decades that have made local economic development increasingly difficult to achieve. Local governments have been forced to take on greater responsibility in producing local economic development gains such as job creation and adequate infrastructure for services but with fewer resources with which to do so. To lighten the load borne by public entities to fully finance LED projects, contractual arrangements known as public-private partnerships have been gaining popularity in urban areas, particularly since the 1980s. The bigger question now is what quality of development is occurring because of these partnerships and asking whether or not public-private partnerships successfully achieve sustainable economic development.

This document consists of three closely related reports, dealing with "State Governments", "Regional Councils", and "Local Econcomic Development Agencies", respectively, together with a fourth document, a preceding overview. These documents draw from results of a project to identify successful approaches to coordinating economic development and employment and training programs and to assist agencies that want to initiate coordination efforts. Three complementary reports describe how local economic development agencies, regional councils, and state governments can link the functions of economic development and human development, how the responsibilities and resources of the different levels of government can blend effectively, and how the public and private sectors can collaborate to meet both the needs of business and the needs of individuals. The first of these three reports describes how some state governments have successfully linked their employment and training and economic development programs. Lessons are drawn from nine case studies for other states that want to undertake similar efforts. A list of contact persons and 21 references are included. The second report, on regional councils, provides case studies to illustrate the approaches taken by councils in Virginia and Kentucky in playing a catalytic role in promoting public/private partnerships and developing more effective means for working with business. The third report, on local economic development agencies, describes types of linkages, illustrates through case studies the issues in the establishment of linkages at the local level, and offers recommendations for properly structuring linkages. Public–private partnerships (PPPs) are arrangements between government and private actors with the objective of providing public infrastructure, facilities and services. Three fundamental questions frame the use of PPPs at the local level: What do PPPs look like? What gives rise to the use of PPPs? And, what are the outcomes of PPPs? The articles in this book provide insightful answers to these questions. In addition, the contributions in the book identify lines of research that invite further investigation, namely: problems related to the degree of risk transfer; the challenges posed by renegotiation; and evaluation of PPPs’ results. The content of this book will be of interest for scholars, policy analysts, and policy makers. This book was published as a special issue of Local Government Studies.
