This volume brings together, for the first time, a collection of essays on public sector reform in Hong Kong. Public sector reform has come rather belatedly to Hong Kong, being launched officially since 1989. The underlying themes as well as key initiatives of the reform package are undoubtedly in line with similar reform trends prevailing in Western Europe, North America and the Australasia dating from the rise of privatization policies in governments in these places since the late 1970s. In Hong Kong, however, little discussion has taken place in the community over the government's guide public sector reform programme. Even within the civil service, interest in the programme has been limited to those senior officers tasked with implementing the reform measures. Little is actually written on the subject which should have important implications for the future shape of public administration in Hong Kong. In both the literal and metaphorical senses, it seemed as if 1970s America was running out of gas. The decade not only witnessed long lines at gas stations but a citizenry that had grown weary and disillusioned. High unemployment, runaway inflation, and the energy crisis, caused in part by U.S. dependence on Arab oil, characterized an increasingly bleak economic situation. As Edward D. Berkowitz demonstrates, the end of the postwar economic boom, Watergate, and defeat in Vietnam led to an unraveling of the national consensus. During the decade, ideas about the United States, how it should be governed, and how its economy should be managed changed dramatically. Berkowitz argues that the postwar faith in sweeping social programs and a global U.S. mission was replaced by a more skeptical attitude about government's ability to positively affect society. Abstract: Abstract of dissertation entitled Competition Policy and Strategies in the Public Transits: A Case Study of Hong Kong's Mass Transit System Submitted by Raymond Liu wai‐man for the degree of Master of Arts in Transport Policy and Planning at the University of Hong Kong in September 2004 This dissertation is trying to understand current situation in Hong Kong's public transit system, in terms of regulatory framework and competition conditions. Different pricing models and regimes have been implemented. They have proved to be effective in providing a comprehensive coverage with a high quality of services in many dimensions. This is the result of a regulation regime worked well with a competition regime under the specifically historical, economic, and geographical conditions in Hong Kong. A case study is carried out after a brief review on relevant concepts and theories on regulation and competition. The role played by legislators is emphasized. The Government plays a dual role as both the regulator and the administrator for the public transit system. The competition policy of the Hong Kong Government encourages a fair playground with more choices for general public, at the same time promotes a degree of certainty for public transport operators. A sector‐specific approach is adopted to regulate the industry rather a comprehensive competition law as in many developed countries. A competitive analysis on the competition elements of two major public transport companies, the Kowloon Motor Bus Company Limited, and the MTR Corporation Limited is carried out. To better illustrate the competitive nature, two mini‐cases were presented. One is the Airport Express Railway service and its competition with other modes in providing a dedicated service for the Hong Kong International Airport. A market niche strategy coupled with a specific pricing strategy is used to compete. Another mini‐case is the Tsueng Kwan O Line service and its competition with other modes. The case demonstrates that a metro system could work well with other modes of transport and provide a better service to the general public. International perspective is also studies and discussed on aspects of efficiency, regulation regimes, public transport pricing and financing. ‐ i ‐ Competition can not take place in a vacuum. A comprehensive legal and institutional framework is a must to ensure a fair playground. A robust and efficient industrial structure is required to meet the market demand. Political consensus building is a challenge for regulators and legislators. A strong will and determination by the Administration are vital in implementing its transport policies.
