Texas growing population and expanding urban areas, as well as new legislation at the federal and state levels, are presenting new challenges and new opportunities for public transit services in the state. Many travel distances for commutes, medical care, education and social services, and other purposes are extending beyond traditional transit service areas. New transit funding programs require coordination among transit, human service, and workforce interests. This project, involving researchers from four Texas universities developed recommendations, methodologies, and guidelines for regional transit coordination in Texas. The research focused on three topics: transit coordination guidelines; analysis of Medical Transportation Program (MTP) service data; and analysis of travel demand along intercity corridors.

Travel is an essential part of everyday life and today most journeys are multimodal. TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. The book's eight case studies focus on cities of great interest across the globe--Los Angeles, Mexico City, New York, Paris, San Francisco, Seoul, Stockholm, and Vienna--many of which are known for significant mayor leadership and efforts to rescale power from the nation to the city. The cases highlight innovations likely to be of interest to transport policy makers from all corners, such as strengthening public transportation services, vehicle and traffic management measures, repurposing roads and other urban spaces away from their initial function as vehicle travel corridors, and turning sidewalks and city streets into more pedestrian-friendly places for walking, cycling, and leisure. Aside from their transformative impacts in transportation terms, many of the policy innovations examined here have altered planning institutions, public-private sector relations, civil society commitments, and governance mandates in the course of implementation.
