There is an increasing demand to add pulses to the basket of subsidized goods in the Public Distribution System (PDS) of India—the world’s largest food-based social safety-net program. Would subsidizing pulses through PDS lead to a significant increase in its consumption? We study the case of subsidy on pulses in select Indian states and its impact on consumption and ultimately nutrition (in terms of protein intake) by exploiting an exogenous variation in prices to answer this question. Between 2004/2005 and 2009/2010, four Indian states introduced subsidized pulses through the country’s PDS, while other states did not. We exploit exogenous price variations to examine whether the price subsidy on pulses achieves its goal of increasing pulse consumption, and by extension protein intake, among India’s poor. Using several rounds of consumption expenditure survey data and difference-in-difference estimation, we find that the change in consumption of pulses due to the PDS subsidy, though statistically significant, is of a small order, and not large enough to meet the goal of enhancing the nutrition of beneficiaries.

More than 20 million childhood deaths occur every year due to the micronutrient deficiency and diet-related non-communicable diseases (cardiovascular diseases, cancers, chronic respiratory diseases and diabetes). The United Nations (UN) recently announced that the increase in chronic, non-communicable diseases has resulted in 36 million deaths around the world annually, claiming more lives than all other causes combined. These chronic diseases are not isolated to developed countries and are even more pronounced in the developing world. Such chronic illnesses have caused far more deaths than infectious diseases throughout the world (except Africa) in recent years. Therefore, enrichment of micronutrients in staple food crops is of paramount importance for the nutritional security in our world. Biofortification is the development of micronutrient- and/or vitamin-rich crops using traditional crop improvement practices as well as modern biotechnology tools. It is a more sustainable and cost effective method than food supplementation, fortification and diet diversification. This work consolidates available information on the different aspects of breeding for improved nutrition of pulses. An overview of entire pulses based on their nutritional profile is given so that audience can find the desired information easily. Food legumes are the active ingredients in many gluten-free food products and there is a continuous rise of the use of pulses flour in milling and baking processes. Our book sheds light on recent efforts and the underlying constraints of meeting the public demand. The United Nation declared 2016 as international year of pulses, given its importance in food and nutrition security and source of income and employment to small and marginal farmers' in developing countries. Historically India is the largest producer, consumer and importer of pulses. Pulses production in India is about 19 million tonnes, every year India is importing about 3-4 million tonnes of pulses to meet its annual demand of 22-23 million tonnes. Even though there is a significant increase in pulses production in the last decade from 15 million tonnes to 18-19 million tonnes due to the implementation of National Food Security Mission (NFSM), Accelerated Pulses Production Programme (APPP) and Rashtriya Krishi Vikas Yojana (RKVY), there is little improvement in production of kharif pulses. There is a lot of scope in expanding area under rice fallows in eastern and southern India and crop diversification from rice-wheat to cereal-pulse based cropping systems in northern India. And increase yield in 50% of the pulses growing districts to at least 1 ton/ha in the near future. These strategies will help in decreasing demand and supply gaps in pulses in the near future. If we don't take efforts to increase pulses production, India has to import nearly 5-7 million tons by 2025, where world trade of pulses are only 12 million tonnes. That too Indian consumers prefere arhar, moong and urad for which world supply is very limited.
