Abstract: "Given a quadtree representing an image, it can be normalized to a quadtree that contains the least number of nodes using an O(s2log2s) algorithm [Li82] where s is the length of the grid. A two-step algorithm is proposed to improve Li's algorithm although it has the same time bound. It is shown empirically that the first step which takes only O(s2) produce the required normalized quadtrees for the three images used in real application."
