Lo sviluppo socio-economico di un territorio segue in genere due direttive che prevedono diverse modalità di coinvolgimento degli operatori economici pubblici e privati: quella “TOP-DOWN” e quella di tipo “BOTTOM-UP”. Non sempre, nella realtà, gli obiettivi sistemici sono stati conseguiti. Buoni risultati sono possibili quando si opera in una dimensione di tipo “Corporate”; mentre in una dimensione di tipo “Community” si riscontrano difficoltà di integrazione tra operatori pubblici e privati che possono generare comportamenti opportunistici (definiti, metaforicamente, le “fughe in avanti”). Un sistema di tipo “Community” può risultare efficiente quando le scelte di governance sono effettuate sulla base di intuizioni che “interpretano” le consuetudini della cultura locale, cioè fanno leva sullo spirito di spontaneità nell’aggregazione sociale e nella condivisione delle risorse, su comportamenti sistemici “sedimentati” nella cultura locale. E ciò appare un indiscutibile fattore di successo. Nella progettazione dello sviluppo di un territorio oltre a valutare attentamente la vocazione d’area occorre dare un peso particolare anche alla “core competency”, non solo a livello d’impresa ma anche a livello di comunità. L’efficienza di un sistema che deve competere a livello globale dipende, infatti, da una grande varietà di fattori. I classici strumenti manageriali sono utili quando il manager opera nell’ambito dell’ottica d’impresa; quando invece egli svolge il suo compito nell’organizzazione che gestisce un sistema di tipo “community” (che deve arrivare a coinvolgere anche i privati cittadini nelle scelte strategiche - DMO) occorrono anche strumenti di lavoro e competenze di carattere sociologico. Nell’ambito di questo quadro generale occorre tenere presente che il mercato turistico presenta tre peculiarità di fondo che rendono complessa e difficile la gestione delle imprese: la contestualità della produzione e del consumo del prodotto turistico, la rigidità dei costi e l’imprevedibilità della domanda, condizionata dalle preferenze indotte dagli stili di vita, dai cambiamenti climatici e dagli attacchi terroristici.

Dare centralità ai territori e farne dei veri e propri prodotti turistici da veicolare sui mercati internazionali potrebbe inoltre essere la strada giusta per il rilancio in Italia di un settore cruciale come quello turistico. Riuscire a condurre le destinazioni lungo un percorso di successo presuppone un vero e proprio cambiamento culturale che fa dell’orientamento ai risultati, della costruzione di una visione di sviluppo, della partecipazione di tanti ai progetti comuni, della professionalità e delle competenze la base per la buona riuscita delle azioni. In questo contesto, il presente lavoro affronta gli aspetti cruciali per la realizzazione di un’efficace azione di destination management: la definizione dei contenuti (cosa fare?), l’individuazione dei soggetti (chi deve occuparsene?), la determinazione dell’approccio (come occorre procedere?).
