Gerade in den Medien werden Slogans wie „Der Kunde ist König“ propagiert. Demnach sollen die Unternehmen jedwede Interaktion an den Interessen und Anforderungen des Kunden ausrichten. Da der Verfasser dieser Arbeit durch die Aufnahme des Studiums der Wirtschaftswissenschaft an der Ruhr-Universität zu Bochum bereits einen Einblick in die Thematik des Qualitätsmanagements aus Unternehmenssicht erhalten hat, liegt das Interesse dieser Arbeit daran herauszuarbeiten, welche Anforderungen diesbezüglich an die Non Profit Organisationen gestellt werden. Auch hier erwächst mehr und mehr das Verständnis, das Mitglied, den Nutzer etc. als Kunden anzusehen und anzusprechen. Ziel dieser Arbeit ist es daher, ausgewählte Instrumente des Total Quality Management exemplarisch zu präsentieren und deren mögliche Anwendungsfelder in Non Profit Organisationen herauszuarbeiten. Im zweiten Kapitel werden zunächst die Charakteristika des Total Quality Management sowie der Non Profit Organisationen dargestellt. Dabei sollen die Non Profit Organisationen von den erwerbswirtschaftlichen Unternehmungen abgegrenzt werden, wobei kennzeichnende Elemente besonders herausgearbeitet werden. Im Anschluss soll die Darstellung des Verständnisses des Begriffes „Qualität“ erfolgen. Darauf aufbauend wird im dritten Kapitel ein kurzer Überblick über die verschiedenen Entwicklungsstufen des Qualitätsmanagements unter Bezugnahme auf die Theorien von Deming, Juran, Feigenbaum, Crosby und Ishikawa gegeben. Die schematische Aufbereitung mündet im Stadium des Total Quality Management. Das vierte Kapitel dient zunächst der Klärung des Zusammenhanges der einzelnen Begriffe bei der Verwendung der Terminologie Total Quality Management. Im Kontext des TQM in Unternehmen werden dann die Werkzeuge zur Realisierung dieses Ansatzes thematisiert. Entsprechend des Titels dieser Arbeit erfolgt dann eine Fokussierung auf den Bereich der Non Profit Organisationen sowie die exemplarische Vorstellung von drei ausgewählten Instrumenten. Hierfür soll die Methode der Prozessorientierung, die Schwachstellenanalyse als Instrument der Prozessoptimierung sowie die Arbeit in sog. Qualitätszirkeln ausführlich diskutiert werden.

Mit ihrer zunehmenden marktwirtschaftlichen Orientierung vollzieht sich aufgrund des veränderten Selbstverständnisses der Organisationen ein Wandel von einer Wertgemeinschaft zur Dienstleistungsgemeinschaft. Ausschlaggebend für das veränderte Selbstverständnis bezüglich des Managements in Non-Profit Organisationen sind primär ökonomisch-gesellschaftliche Entwicklungstendenzen wie beispielsweise erhöhte Arbeitslosigkeit, steigende Sozialausgaben bei gleichzeitigem Rückgang der Einnahmequellen (Finanzkrise der öffentlichen Hand), Folgen der Globalisierung und steigende Armut. Für viele gemeinnützige Organisationen, die auf staatliche Subventionen angewiesen sind, hat dies einschneidende finanzielle Einbüßungen zur Folge. Aber auch Non-Profit Organisationen, die weniger auf den Staat angewiesen sind, stehen aufgrund der rückläufigen, privaten Spendenbereitschaft einem erhöhten Kostendruck gegenüber, der zwangsläufig zu einer Notwendigkeit des effizienten und kostenoptimierten Mitteleinsatzes führt. Die Entwicklung hin zur Privatisierung öffentlicher Dienste scheint unaufhaltsam zu sein. Zunehmend stehen NPOs auch einem Konkurrenzdruck seitens privater Anbieter gegenüber, was zu einem höheren Anspruchsniveau und Qualitätsniveau der Konsumenten führt. Dabei entsteht das Dilemma zwischen dem Professionalisierungsbestreben der NPOs auf der einen Seite zu Ungunsten ehrenamtlicher Mitarbeiter auf der anderen Seite, zumal diese häufig nicht die notwendigen Qualifikationen mit sich bringen. Für NPOs stellen sich somit in dieser Umbruchsphase, die durch eine zunehmende Kommerzialisierungstendenz gekennzeichnet ist, verschiedene Herausforderungen, denen sie unausweichlich begegnen müssen. Da es sich im Non-Profit-Sektor hauptsächlich um Dienstleistungsunternehmen handelt und diese zunehmendem Konkurrenzdruck ausgesetzt sind, reagieren NPOs zumeist mit verstärkt orientierten Qualitätsmanagementsystemen, um sich auf den kompetitiven Märkten halten bzw. etablieren zu können. Relevant ist diesbezüglich die Frage nach der Vorgehensweise und mit welchen Instrumenten und Mitteln dies bewerkstelligt werden kann.
