Kenya has made gains to reduce their maternal mortality ratio of 400 per 100,000 live births and under 5 mortality rate of 71 per 1,000 live births. Human resources continue to be a challenge for the Kenyan Health System. As part of the Medical Education Partnership Initiative (MEPI), Maternal and Child Health (MNCH) Linked Award, the University of Nairobi (UON) has worked to improve human resources for MNCH by providing opportunities and support for postgraduate level research and for training healthcare professionals at eight Kenyan health centers. This is a secondary analysis of a rapid assessment of 28 key informant interviews and six focus group discussions at six of the MNCH sites with hospital administrators and clinical staff. From 2011 to 2013, there have been 71 research projects by postgraduates in obstetrics and gynecology and pediatrics at five of the eight health facilities around Kenya. Continuing medical education (CME) for healthcare professionals consists of PRONTO trainings in emergency obstetrics and newborn resuscitation simulation as well as in short course series in program management, implementation science, and MNCH policy and clinical management. Interviewees asked about both the research and CME activities reported that these interventions helped improve work environment, policy, and practice and increased quality of care at their sites. Postgraduate student presence helped reduce the patient to provider ratio and provided locally relevant implementation research to improve MNCH care. Sustainability of this program relies on continued support for research and adoption of materials from the short courses to ongoing site supported CME.

Background: To achieve the third Sustainable Development Goal (SDG) of good health and well-being, particularly as it relates to maternal-newborn health, research and policy in LMICs must reflect and account for context specific health needs. It is imperative that midwives, nurses, and other health care providers are therefore equipped with the research and advocacy tools necessary to respond and account for such needs.Purpose: To share the preliminary findings of a case study which explored resiliency and capacity building within the context of collaborative partnerships between maternal-child health researchers in Canada and Nigeria.Methods: Stakeu2019s (1995) principles of qualitative case study guided this research. Following ethical approval, data was collected using individual face to face and skype interviews. Interviews were conducted with key stakeholders located in Nigeria and Canada. Interviews were transcribed verbatim and thematic analysis was used for analysis. Findings: Findings will be presented as they relate to the ongoing collaborative relationships between maternal-child health researchers in Nigeria and Canada. Presented findings will address; strengths of the relationships, challenges of conducting global maternal-child health research, and ideas to enhance the capacity of maternal-child health research in LMICs.Conclusions: Ongoing global partnerships and mentoring are crucial for building research capacity in LMICs. Resiliency and leadership are key to the maintenance of such relationships and mentoring. Implications for practice: These findings have the potential to inform policies that aim to strengthen maternal-child health research globally.

Values are a central component in evaluation and are prominently discussed in evaluation theory, but relatively little is known about how they are used in practice. The theory-practice gap in evaluation may cause unsound evaluation practice or irrelevant or impractical evaluation theory. However, little is known about this gap as it relates to values and valuing. Failing to take certain values into account in an evaluation risks reinforcing the status quo to the detriment of vulnerable populations, so identifying how the theory-practice gap plays out in the use of values is important. This study focuses on the maternal and child health sector, due to the vulnerability of its target populations and the implications of biases that could serve to disadvantage or harm those populations if not addressed. Many questions remain about which values to use in evaluations, which are most important, and how these align with which values are actually used in evaluation practice. These questions can be summarized as the consideration, prioritization, and incorporation of values. This study analyzes the values expressed in theory, their relative importance, and how these compare to the values addressed in practice. This mixed-methods study uses a three-phase design to examine the consideration, prioritization, and incorporation of values in evaluations in the maternal and child health sector. A qualitative content analysis of evaluation theory and maternal and child health organizational literature is used to compile a list of values. This list is subjected to a member check with experts in evaluation theory and maternal and child health in order to verify the comprehensiveness and relevance of the values and to rate their importance. A computer-aided text analysis is used to determine to what extent these values appear in evaluations in the maternal and child health sector. Findings indicate that values that are considered "most important" are also addressed most consistently in both evaluations and maternal and child health organizational literature. Both evaluation reports and organizational literature differ somewhat in which values they express depending on which organizations they come from or what interventions they address. Evaluations typically address a broader range of values than organizational literature, perhaps because organizational literature tends to have narrower purposes, topics, or audiences. Future research is recommended to broaden the scope of the investigation into the use of values into other contexts.

This report describes the role of the Maternal and Child Health (MCH) Training Program in planning and supporting training designed to produce state, community, university, and professional association leaders who can advocate for children and mothers and continue to effect change that saves lives and enhances health. The Maternal and Child Health Bureau (MCHB), which supports the MCH Training Program, ensures that graduate programs and professional schools selected to receive training grants provide students and faculty with a focus on women and children (including infants and adolescents) in their teaching, research, and service. By attracting attention to children's needs within a public health framework that also emphasizes such MCH values as family-centered and culturally competent care, the program aims ultimately to influence all aspects of maternal and child health throughout the nation. The program supports a set of key leadership activities, all of which promote Title V goals. This report details the MCH Training Program's history and accomplishments in four areas: (1) training students for leadership; (2) developing new fields and providing information and expertise; (3) supporting faculty; and (4) enhancing collaboration. Children are already learning at birth, and they develop and learn at a rapid pace in their early years.
