Today’s mineral industries, state regulators, and policymakers depend upon public trust to operate effectively under the existing laws, regulations, and societal norms, where the concepts of sustainable development, corporate social responsibility, and beyond compliance have merged into environmental, social, and governance (ESG). State economic performance is impacted by state mineral policies, which are influenced by the reputations of mineral producers and regulatory agencies. A survey of mineral stakeholders conducted during the 2020 election cycle in Montana, North Dakota, and Wyoming measures perceptions regarding the top industry issues, favorability toward minerals, industry direction, and reputations from the viewpoints of citizens, mineral producers, regulators, and legislators. The respondents provide insight into how the producing, policymaking, and regulatory segments of the mineral industry are perceived, including self-assessments of the respondent’s respective segments.The future of coal facilities, economic development, public education, and environmental protection emerged as the most important issues facing the three states. Mineral activities are perceived favorably by most demographic groups across the study region, with conservatives, men, older age groups, high-income households, and those without a college degree tending to be more favorable. The economic impact of mineral production provided the most favorable scores while regulatory approach and oversight received the least favorable ratings.The producing segments received the highest reputation scores primarily driven by their economic impact. North Dakota and Wyoming view their regulatory segments more favorably than their legislatures, but Montanans perceive them in the opposite order. Not surprisingly the coal segment is believed to be heading in the wrong direction but has a good reputation. Respondents perceive the oil & gas and non-fuel segments favorably and as heading the right way. Theoretical models taken from the literature relating various metrics to overall reputations did not compare well with the direct responses, with a simple arithmetic average of all the metrics performing the best. Adaptations of these models narrowed the gap but still only provided a 0.75 to 0.76 correlation coefficient compared to 0.78 for the simple average.Montana’s economic performance as measured by GDP per capita and per job continues to lag both North Dakota and Wyoming. Each state’s mineral industry produces significantly higher GDP and personal income per job than the average and both North Dakota and Wyoming have a significantly higher level of overall mineral activity than Montana. Montana does seem to be suffering a mineral curse hangover as both North Dakota and Wyoming are performing better on overall prosperity measures as well as traditional economic measures. Although all three states are facing similar issues for their mineral industries, stakeholders in North Dakota and Wyoming have significantly more favorable views of mineral activities, are more positive about the direction the mineral industry is heading, and generally hold the industry segment in higher regard. A broad public understanding of how a responsible mineral industry advances prosperity is clearly needed. All stakeholders would benefit from effective collaboration to create a sustainable role for the industry while building the public’s trust in its institutions.
