Im Preußen des 19. Jahrhunderts bestimmte der König die großen Linien der Außenpolitik. Hierbei bediente er sich des Ministeriums der auswärtigen Angelegenheiten und eines weltweiten Netzes von diplomatischen Vertretungen, wobei er sich stets alle Personalentscheidungen in diesem Bereich persönlich vorbehielt. Dementsprechend beschäftigt sich der Verfasser im ersten Teil ausgehend vom König und seinem Umfeld mit dem institutionellen Aufbau des Außenministeriums und der auswärtigen Missionen. Im zweiten Abschnitt widmet er sich den Angehörigen der Ministerialbürokratie und des Diplomatischen Corps, er untersucht ihre regionale und soziale Herkunft, ihre Konfessionszugehörigkeit, ihre Ausbildung und Rekrutierung, ihre Karriereverläufe und Arbeitsbedingungen sowie ihre materielle Lage. Darüber hinaus geht der Autor den Entscheidungsprozessen innerhalb des Verwaltungsapparats ebenso nach, wie der Frage, wie groß der Einfluß des Ministers und seiner Mitarbeiter war - auch gerade gegenüber dem jeweiligen Monarchen.
