Der letzte Deutsche Kaiser, Wilhelm II., der von 1888 bis 1918 regierte, ist sicherlich eine der interessantesten Gestalten der neueren deutschen Geschichte. Er stand für die nach ihm benannte "wilhelminische Epoche" und galt als die Verkörperung des damals in Deutschland herrschenden Zeitgeistes. Wilhelm II. ist häufig Gegenstand biographischer oder historisch-politischer Forschung gewesen - eine grundlegende Untersuchung über die Wahrnehmung des Kaisers durch die zeitgenössische Öffentlichkeit steht allerdings noch aus.Der Autor zieht durch die Analyse zeitgenössischer Karikaturen, die als Indikatoren für vorherrschende Stimmungen begriffen werden, einen Querschnitt durch die öffentliche Meinung der Jahre 1888-1918. Die Auswahl zweier Blickwinkel - dem der Untertanen auf "ihren" Kaiser und dem der Briten auf ein "Fabulous Monster of our time" - erschien angemessen, um mit einem Vergleich der beiden Sichtweisen Aufschlüsse über nationale Stereotype, Empfindlichkeiten und Gewichtungen zu erhalten.So ist zunächst festzustellen, daß der Kaiser in Deutschland tatsächlich in großem Umfang Gegenstand der Karikatur gewesen ist: ein angesichts der ständigen Drohung mit dem "Majestätsbeleidigungsparagraphen" sicherlich unerwarteter Befund. Wilhelm II. und das "Persönliche Regiment" sind in Deutschland oft kritisiert worden - der Anteil der Zeichnungen, die grundsätzliche Übereinstimmung mit dem Kaiser signalisierten, ist allerdings mindestens ebenso hoch.In Großbritannien nahm man den neuen Stil in Deutschland zunächst überrascht, aber gelassen zur Kenntnis. Der Burenkrieg und vor allem die deutsche Flottenrüstung führten allerdings schon bald dazu, daß der Kaiser als treibende Kraft hinter allen deutschen Aktivitäten begriffen wurde, die dem Empire schadeten. Hier wurde das negative Muster angelegt, das es in der britischen Propaganda des Ersten Weltkriegs nur noch auszubauen galt: Wilhelm II. wurde zum Feindbild schlechthin aufgebaut.
