This book takes a transnational and comparative approach that analyses the process of diffusion of a third way​ in selected transitions to authoritarianism in Europe and Latin America. When looking at the authoritarian wave of the 1930s, it is not difficult to see how some regimes appeared to offer an authoritarian third way somewhere between democracy and fascism. It is in this context that some Iberian dictatorships, such as those of Primo de Rivera in Spain, Salazar’s New State in Portugal and the short-lived Dollfuss regime in Austria are mentioned frequently. Especially during the 1930s, and in those parts of Europe under Axis control, these models were discussed and often adopted by several dictatorships. This book considers how and why these dictatorships on the periphery of Europe, especially Salazar’s New State in Portugal, inspired some of these regimes’ new political institutions particularly within Europe and Latin America. It pays special attention to how, as they proposed and pursued these authoritarian reforms, these domestic political actors also looked at these institutional models as suitable for their own countries. The volume is ideal for students and scholars of comparative fascism, authoritarian regimes, and European and Latin American modern history and politics.

How Brazil and Portugal experimented with corporatism as a “third path” between laissez-faire capitalism and communism Following the Great Depression, as the world searched for new economic models, Brazil and Portugal experimented with corporatism as a “third path” between laissez-faire capitalism and communism. In a corporatist society, the government vertically integrates economic and social groups into the state so that it can manage labor and economic production. In the 1930s, the dictatorships of Getúlio Vargas in Brazil and António de Oliveira Salazar in the Portuguese Empire seized upon corporatist ideas to jump-start state-led economic development. In A Third Path, Melissa Teixeira examines these pivotal but still understudied initiatives. What distinguished Portuguese and Brazilian corporatism from other countries’ experiments with the mixed economy was how Vargas and Salazar dismantled liberal democratic institutions, celebrating their efforts to limit individual freedoms and property in pursuit of economic recovery and social peace. By tracing the movement of people and ideas across the South Atlantic, Teixeira vividly shows how two countries not often studied for their economic creativity became major centers for policy experimentation. Portuguese and Brazilian officials created laws and agencies to control pricing and production, which in turn generated new social frictions and economic problems, as individuals and firms tried to evade the rules. And yet, Teixeira argues, despite the failings and frustrations of Brazil’s and Portugal’s corporatist experiments, the ideas and institutions tested in the 1930s and 1940s constituted a new legal and technical tool kit for the rise of economic planning, shaping how governments regulate labor and market relations to the present day.

As estruturas estatais e corporativistas criadas em diversos países da Europa e da América Latina a partir da década de 1930, não foram apenas consideradas ultrapassadas e carentes de reformas durante a onda neoliberal que se impôs sobre essas mesmas regiões nas décadas de 1980 e 1990, mas vistas, sobretudo, como herança de um passado autoritário e fator de crise e atraso no desenvolvimento econômico de países como Portugal, Espanha, Brasil e Argentina. Ao contrário do que então diziam muitos economistas e cientistas sociais, as reformas liberais e privatizantes daqueles tempos não representaram um caminho seguro para o desenvolvimento dessas ou de outras nações, o que se mantém ainda hoje como importante desafio para os seus governos. Nesse sentido, portanto, como bem apontam os estudos aqui reunidos, o corporativismo não se define como um modelo de regulação e mediação de interesses estritamente associado aos regimes autoritários ou de tipo fascista do período entreguerras ou como um entrave ao pleno desenvolvimento do capitalismo de mercado no mundo contemporâneo, mas numa forma de regulação e intervenção econômica e social do Estado compatível ou adaptável a diferentes regimes e épocas.

Esta obra situa particularidades que poderão surpreender pelas condições temporais e circunstâncias em que as comunidades construíram a sua identidade, enfrentando adversidades complexas, mas que a coragem e a determinação as ajudaram a prosseguir a longa viagem da incerteza. O conceito de condições sociais, no tempo da sua incorporação, não fazia parte do léxico das comunidades, divididas em classes diferenciadas, com o Estado, a entidade responsável, a revelar completa indiferença pelo que se passava nesse domínio. A aprendizagem escolar foi o grande problema dessas comunidades apesar dos sistemáticos pedidos de mais escola, feitos por entidades locais, que apesar da indiferença a que eram sujeitos, não desanimavam.
