Questão Racial e Ações Afirmativas no Brasil: resgate histórico de um debate atual, tem como objetivo central analisar o debate em torno da implementação das cotas raciais universitárias no Brasil durante a primeira década dos anos 2000. Para tanto, pretende-se resgatar as teorias sociais que pensaram o Brasil a partir da formação etnogênica de seu povo. Tendo como ponto de partida a construção da ideia de democracia racial, levando-se em consideração o constructo teórico realizado na passagem do século XIX para o XX, procura-se compreender a peculiaridade das relações inter-raciais brasileiras. Em seguida, são confrontadas diferentes teses em torno da temática das cotas raciais, desde as mais antigas, elaboradas no início do século XX, até os debates mais atuais. Partindo deste resgate teórico, são trazidas à luz diversas correntes de pensamentos que se confrontaram e influenciaram os autores em questão, objetivando uma melhor compreensão acerca da atualidade das relações inter-raciais no Brasil contemporâneo.

As políticas de ação afirmativa foram duramente criticadas ao longo da década que se inicia em 2002 com a adoção de cotas pelas universidades fluminenses, o que se estendeu até 2012 com a manifestação do Supremo Tribunal Federal. A Suprema Corte, na ocasião, considerou que tais políticas não feriam quaisquer princípios constitucionais. Nesta obra, a socióloga Priscila Medeiros aprofunda a reflexão em torno da disputa jurídica travada entre o Estado, Instituições de Ensino Superior e candidatos às vagas em universidades que se sentiram lesados pela adoção das políticas de ação afirmativa. A autora também nos brinda com sua reflexão, a partir das Ciências Sociais, sobre uma hipótese que tem a capacidade de nos inquietar, qual seja: a partir da Constituição Federal de 1988 haveria um deslocamento do tratamento das questões raciais no Brasil. Se o mito da democracia racial havia se consolidado na narrativa do Estado Nacional sob as críticas do movimento negro, o texto constitucional de 1988 abria possibilidades de se pensar criticamente as relações raciais, problematizando interpretações pautadas no mérito individual, na mestiçagem e da inexistência do racismo.

Using affirmative action to decrease racial inequality is the latest chapter of a long tradition of comparing Brazil and the United States with regard to race. Confronting Affirmative Action in Brazil: University Quota Students and the Quest for Racial Justice is timely for both countries as they struggle with racial justice in higher education. This book responds to the United States’ dismantling of affirmative action programs and a belief that they have run their course. Data show that, while affirmative action policies have contributed to a significant increase in the representation of non-Whites in the U.S. middle class, other segments of the population have yet to take full advantage of such policies.
