The monograph evaluates the viability of quick decisive victory as a principle of U.S. military strategy. Modern concepts of quick decisive victory form the cornerstone of present U.S. military strategy. These concepts originated from the Weinberger Doctrine, but the principle of decisive force in the 1992 National Military Strategy Document, now establishes the framework for quick decisive victory. Today the U.S. military is using quick decisive victory to provide a clear focus while moving from a grand strategy based on a Cold War global context to a grand strategy based on a Post-Cold War regional context. Although the idea of quick decisive victory has strong support within the military services some political-military analysts claim ;it too narrowly defines-the limits of U.S. military power in a monopolar strategic environment. Therefore, this monograph examines the suitability of quick decisive victory as a defining element of U.S. military strategy. To accomplish this examination, the monograph first conducts a historical analysis of two decisive victories: the Ulm-Austerlitz campaign of 1805; and the 1940 campaign for France. This analysis identifies the strategic and operational conditions supporting quick decisive victory. Secondly, the monograph assesses the present strategic environment and compares present conditions with the historical analysis. Finally, the monograph evaluates the comparative assessment to determine possible benefits and risks for codifying quick decisive victory in U.S. military strategy.

The United States and the Army have entered a new era with a world consisting of a multitude of possible threats. The American people and military doctrine require future conflicts to be resolved with quick, decisive victory. This monograph discusses the concept of pursuit and the role it can play in gaining such a victory. The role of pursuit is examined through an analysis of the theory of pursuit in On War by Carl Von Clausewitz and through modern historical examples of pursuit at the tactical level. It applies both theory and history to determine if there are certain key components of successful pursuits. US Army doctrine and the conduct of pursuit operations is used to answer two questions: Is the doctrine supported by theory and history and does the US Army currently conduct pursuit operations at the tactical level'? Finally. this monograph concludes that both theory and history provide for the utility of pursuit in seeking quick, decisive victory on the battlefield. However, current US Army doctrine has critical omissions in regards to pursuit. More importantly, the US Army currently fails to conduct pursuit operations at the tactical level. Before the US Army is prepared to use pursuit to seek this decisive victory it must make changes in both its doctrine and training.

History is replete with examples of lost opportunities to decisively defeat an enemy's army on the field of battle. All too often, tactical success has not been followed by actions to ensure operational success. This failure may be attributable to a misunderstanding of the dynamics of operational encirclement. Two case studies highlight these dynamics. The Battles of the Falaise Gap in 1944 and the Ruhr Pocket in 1945 both illustrate the difficulties operational commanders face in conducting this type of operation. In the first case, Allied commanders failed to anticipate the opportunities presented by poor operational planning and tactical execution by their German adversaries and missed an opportunity for a quick and decisive victory. In the second, Allied commanders succeeded in learning from their previous mistakes at Falaise to achieve decisive operational results during the encirclement of the Ruhr.
